believed that the smallest efficiency in assisted living would be about twenty five hundred a <br />month. A two bedroom independent would be about twenty four hundred a month. The smallest <br />independent living unit would be in the high sixteen hundreds a month and neither would include <br />the use of the carport. <br />Mr. Murtaugh reviewed that in an assisted living facility such as this the goal is to create a senior <br />community which encourages the seniors to spend time with each other so they do not isolate <br />themselves. The few smaller rooms that they provide are to enable someone of a very low <br />income an opportunity to live in the facility. Regarding walking paths along the back to the <br />property that is something they would like to do and will take it to heart. <br />Mr. Bohlmann. said he did not know why the applicant could not meet the new proposed code <br />pertaining to the minimum square footage of the 8 units in question. Mr. Berardi suggested the 8 <br />units in question only represented a total of 7% of the total units within the building. He <br />reviewed that the matter was a cost consideration and at this time he was not sure how it would <br />affect the project. He advised that the project would receive no subsidies from anybody so what <br />ever additional costs are placed on the project would end up getting paid by those living in the <br />building. The bottom line is they are trying to create a community within the City which is truly <br />affordable for the Cities seniors. Ms. Wenger asked if the applicants could use square footage <br />from those units which are over the minimum square footage so the overall square footage of the <br />building would not be affected. She advised the applicants that the Commissioners were <br />adamant that all units at least meet the minimum square footage required by the pending <br />legislation. Mr. Berardi advised that he was not sure how but he would look at making some <br />adjustments to add at least 15 feet to the smaller units bringing them up to 320 square feet. Mr. <br />Murtaugh questioned if the commission was requesting that the 8 units which would not meet the <br />new code be adjusted to meet the minimum 350 square feet. Mr. Lasko advised that the pending <br />legislation states that an assisted living unit must be a minimum square footage to maintain the <br />quality of life which the City has deemed necessary which is 350 square feet. <br />Mrs. Hoff-Smith questioned why the sidewalk and bus stop was located at the assisted living <br />area instead of the independent side of the building. Ms. Wenger reviewed that sidewalks and <br />bus stop were located to accommodate the parcels elevation. Mr. Gareau questioned if the <br />common area of the buildings had a minimum square footage requirement in the new code. Ms. <br />Wenger did not believe so. Mr. Newberry voiced that he did not think RTA would agree to a bus <br />stop at the location as their routes do not exceed Barton Road. Ms. Wenger advised that <br />N.O.C.O.P. would service the applicant's facility and they provide front door service. Mr. <br />Newberry assured the commission the proposal would not require lighting variances nor be any <br />issues with sound decibel readings being higher then code. <br />Resident comments: <br />Mr. Kish questioned if in fact Mr. Bohlmann's request to have the drainage lines inspected had <br />been completed. Along the west side of the site there is a drainage ditch with a low point along <br />Lorain that runs into the ditch to the metroparks. Since Saint Clarence Church was tied into the <br />ditch running in the metro park area it has become a wetland area and has to be sprayed for <br />mosquitoes. He does not believe that the area can handle additional water. He would like to see <br />a new study conducted to make sure the area does not flood. <br />Mr. Rymarczyk questioned if the commission would require guest parking. Ms. Wenger <br />believed that as the pending legislation did not require guest parking the commission may not <br />want to request the additional parking.
