R. Koeth moved to approve Kimberly Botke's request for the Consolidation Plat of 28550 <br />Holly Drive, which consists of consolidating Permanent Parcel Numbers 234-27-020 <br />(approximately 0.26 acre) and 234-27-004 (approximately 0.18 acre) into one parcel. The <br />consolidated parcel would be 19,118 square feet (0.439 acre). The location is on the north <br />side of Holly Drive approximately 600 feet east of Cypress Drive. Zoning is B, Residence, <br />Single. The consolidated lot would conform to the frontage, depth and area requirements <br />of the Zoning Code. W. Spalding seconded the motion, which was unanimously approved. <br />Cornerstone Plaza; 23420 Lorain Road: (WRD 2) <br />Proposal consists of modification to approved fence design. <br />Ms. Wenger reported that Planning Commission and Council approved a fence design as shown <br />in the handouts provided. The applicant installed a fence, which was determined to be different <br />than what was approved and violated the building code by having pointed spikes. The developer <br />made attempts to satisfy the building code by removing the spikes, which then required a minor <br />change approval for the fence design, which was denied. Therefore the applicant is before the <br />Commission to request the fence be allowed as is. <br />Mr. O'Malley advised the comrriission to review the amendment to the development plan as they <br />would any original proposal submitted and use the same standards in their review. <br />Mr. Montgomery reviewed that the architect submitted a fence style which was approved <br />however, when the fence was ordered it was no longer available. The manufacture installed a <br />different style of fence which had spikes and did not meet city codes. The building department <br />advised that spikes created a safety issue, so he cut the spikes off and tried to have loops <br />manufactured for the fence. The loop was attached and submitted for minor change and was <br />denied. The current fence style in place fits the center and he would like to be allowed to keep <br />the current fence installed. The manufacture makes caps that can be placed atop each rail if <br />required. <br />Mr. Koeth asked if there were multiple options for the style of caps made. Mr. Montgomery said <br />only spike style decorative caps were available and proposed using flat rubber boot caps. Mr. <br />Rymarczyk advised that the applicant could have applied .for a variance from the Board of <br />Building Code Appeals but chose to cut the tops off and request a minor change. Mr. Yager <br />advised that he would rather have flat caps on the fence for safety. Commissioners agreed that <br />flat rubUer caps should'be used. Mr. Spalding questioned if the remaining north side of the site <br />would be fenced. Mr. Montgomery advised that once the cap issue was addressed he would <br />continue to install the remaining fence when the sign is installed. <br />R. Koeth moved to approve the proposal for Cornerstone Plaza of 23420 Lorain Road, <br />consisting of modifications to approved fence design with the condition that all fence rails <br />have flat rubber boot caps installed. M. Yager seconded the motion, which was <br />unanimously approved. <br />Vienna Woods Subdivisions No. 4 Subdivision Development Plan (Salzburg Circle) PP# <br />231-28-017 thru 021 & 231-27-003, 21 & 084 thru 089 <br />The development plan and dedication plat for this subdivision were approved in 1997. The <br />dedication plat was recorded, but the subdivision was never constructed. The proposal is to <br />revise the development plan by modifying the storm water drainage system to include an above- <br />ground detention basin to be located on the rear portion of the property located at 24002 Lorain <br />Road. The location of the proposed single family development is on the east side of Woodside <br />Drive. Zoning is C, Residence, Single for the proposed single family development and the rear <br />of the parcel located at 24002 Lorain Road. Zoning for the southern 500 feet of the parcel at <br />2
