Code permits flags to be 5-feet tall and applicants show 10-foot high flag. The board requested <br />the applicant look into decreasing the size of the flag. The only concern regarding lighting is the <br />light over the delivery area which must be a down light with a full cut-off shield. <br />Ms. Becker is concerned with the underground water detention as applicants show an <br />underground arch with an open bottom atop stone. Due to the design of the system, she is also <br />concerned that the existing sanitary sewer that is about 30-feet away from the system would have <br />storm water infiltrating the sanitary sewer system. The applicant's engineer told her that the <br />system would be changed to an underground pipe system. <br />Mr. Keen, Site Development Manager with Darden Restaurants, reviewed that the existing <br />restaurant would be closed once the new restaurant is openecl. Mr. Bohlmann questioned if the <br />enclosed dumpster area would be constructed of stone and questioned the fencing around the <br />transformers. Mr. Keen stated that the side and rear walls of the dumpster area would be stone <br />and the gates would be a hardwood system. He is not sure what type of fencing would be used <br />around the transformers. Mr. Bohlmann said that the applicants should have handicapped pole <br />signs in addition to the painted spaces listing ordinance 351.20 to ensure the sign laws are <br />enforceable. Mr. Yager reviewed topics discussed at the pre-submission meeting for board <br />members. The perimeter of the building now has masonry and the nautical theme fits the use <br />well. The right elevation is lacking the window boxes that were recommended to break the large <br />fagade up. The applicant was asked to add more stone to the entry element. The color scheme is <br />nice and the cupola fits well. The rear gates are hidden well and the building style helps break <br />up the bulkiness of the large department stores. <br />Mr. Spalding inquired if there was additional landscaping proposed for the area along Brookpark <br />Road. Mr. Rymarczyk reviewed that the area referenced is not owned by the mall it is owned by <br />Sears. Mr. Yager suggested breaking up the expanse of wall on both the left and right elevations. <br />Mr. Yager said the service area is hidden well and it was suggested that the transformer be <br />hidden a little more. Mr. Rymarczyk advised that a loading zone is not shown on the plans and <br />suggested that if the applicants could show Planning Commission they would not require a <br />loading zorie by having deliveries made at 8:00 am before the building is open for business or <br />deliveries would only be made once a week, then the Planning Commission could approve the <br />plans without a loading zone. Mr. Rymarczyk advised that the loading zone could not be located <br />within a required drive isle and can not take up required parking. <br />Mr. Bohlmann questioned if there would be any further out-parcels developed. Hidetaro <br />Kashima with Westfield Corporation reviewed that at this point there was no further plans to add <br />any out-parcels along the north side of the mall. If a future plan comes up they would look a <br />constructing a parking garage to address any parking issues. Mr. Rymarczyk briefly reviewed <br />the landbanked parking plan submitted. <br />Signage was discussed. Commissioners believed that as all four sides of the building were <br />visible three signs would be appropriate. Mr. Yager suggested that the raceway signs submitted <br />would be bulky and suggested the use of a panel sign with individual letters be used as shown in <br />the elevations. Mr. Keen advised that the sign package would be revised. The commissioners <br />liked the decorative lighting and felt that it fit the building well. Mr. Yager questioned if all <br />rooftop units would be hidden from view. Mr. Keen said that the rooftops would be hidden. It <br />was requested that the state flag be an Ohio flag. <br />R. Koeth moved to forward Red Lobster Restaurant of 25615 Brookpark Road to the <br />Architectua-a112evieva Board with the following recommendations: <br />1) Decorative lighting is approved. <br />6
