2) Loading zone is not required. <br />3) Transformer area is to include fencing and landscaping. <br />4) The right and left elevations are to have elements that break up the solid wall. <br />5) The main piers at the front entrance are to have stone from the ground up to the <br />bottom of the nautical lights. <br />6) State flag is to be an Ohio flag. <br />The Commission made the following recommendations to the BZA: <br />1) Grant the request for 2 additional wall signs. , <br />2) Recommend the size of the flags be reduced and not require variances. <br />3) Wall signs are to be panel signs with individual letters as shown in elevations not <br />raceway as submitted on sign package. <br />W. Spalding seconded the motion which was unanimously approved. <br />V. COMMUNICATIONS: <br />• Ohio Planning Conference: review of state conference <br />Commission members who attended the OPC State Planning Conference reviewed information <br />they learned at the sessions. Some of the topics included landscaping and buffering, parking, <br />senior housing, master planning, green building and other environmental issues. <br />The Commissioners felt the conference was a good experience. Mr. Yager said that it should be <br />budgeted for in 2006. Ms. Wenger addressed the department's budget constraints, but offered <br />that there would be some type of conference or educational event planned for the future. <br />• Crocker Stearns discussion <br />Commission member requested an update of the Crocker-Stearns project, particularly regarding <br />the sound wall issue. Ms. Wenger reviewed the number of ineetings and discussions related to <br />the proposed sound walls. Commission members asked if plans were final, and Ms. Wenger <br />answered the City's only remaining decisions were on color and texture of the wall. There is <br />little to no room for landscaping in the plans, but planting ivy to screen the massiveness of the <br />concrete barriers was discussed as a possibility. Ms. Wenger reported that the construction was <br />to start in the spring of 2007 and be completed around the fall of 2008. <br />• Design Guidelines discussion <br />Ms. Wenger said that the intent of design guidelines is to provide both developers and the city <br />some criteria when reviewing development, primarily for commercial use. She said that in <br />working with the advisory group, they wanted the guidelines to reflect the design direction of the <br />City for the future. In some cases, the guidelines will conflict with the current zoning code. <br />However, it is the intent to update the zoning code to bring it in line with the guideline <br />recommendations. <br />Ms. Wenger reviewed the comments from the Architectural Review Board. The issue of <br />curbside pavers vs. stamped concrete was discussed. The Commission felt that concrete was an <br />economical alternative to brick pavers, and would lead to better long term maintenance. <br />The issue of stormwater detention was raised and whether the guidelines should provide more <br />direction. Ms. Wenger did not want to get into specifics of detention since EPA and City <br />regulations seem to change on a regular basis. Though she did feel that stormwater facilities <br />should be integrated into the design of the site rather than be an afterthought. <br />7
