t <br />2. Fairview Cornorate Center, PP# 237-23-023, N.E. Corner of Clague & Brookpark Rd. <br />(WRD 4): <br />Proposal consists of site improvements, which include grading and landscape changes. <br />Note: The Architectural Review Board approved this proposal on 1-19-05. <br />Department Reports: <br />Ms. Wenger reviewed that the applicant was returning to Planning Commission with <br />modifications to the landscape plan. The modifications were required as changes to grading <br />on the site conflicted with the originally approved plans. The applicants requested a minor <br />change to their development plans, but were denied. The Architectural Review Board <br />approved the plans in January with the following recommendations: <br />• 40 trees were to be added to the site in a mix of 2" deciduous and 6' evergreens <br />• Provide a mixture of ash, maple, oak, crab and spruce <br />• Mulch beds of 6" around tree groupings <br />• Ground cover of athletic blend with fescue <br />Landscape irrigation is not required as the land is zoned multiple residence and not general <br />retail business. The applicants submitted revised landscaping plans showing the 40 trees <br />requested. However there are no planting specifications, tree species, mulch variety or <br />ground cover specified. She recommended the Commission include the specific <br />recommendations of Architectural Review Board in their motion, making sure the specific <br />details are called out. Applicant Presentation: <br />Mr. Lydon with Zeremba Management came forward to review plans. Mr. Koeth questioned <br />if the applicant intended to follow the Architectural Review Board recommendations and if <br />so, why were the plants not called out on the new plans. Mr. Lydon indicated that the plans <br />showed 40 trees on the mounding which was created along the Clague and Brookpark Road <br />corner and those are shown on the plans. 'Ms. Wenger reviewed that the landscape plan <br />received did not callout the plantings shown or any details on the plans. Mr. Lydon stated <br />that they would follow the Architectural Review Boards recommendations. <br />J. Lasko moved to approve Fairview Co'rporate Center, PP# 237-23-023, on the N.E. <br />Corner of Clague & Brookpark Road, their proposal which includes site improvements <br />including grading and landscaping changes as reflected on the drawings submitted and <br />dated February 18, 2005. With the specific provision that the recommendations which <br />were made by the Architectural Review Board when it approved the proposal on <br />January 19, 2005 be incorporated into and be part of the Commissions approval of the <br />current plan. Although the applicant submitted said plan and it does not call out the <br />recommendation, but they are shown on the plan and will be followed. W. Spalding <br />seconded the motion roll call on the motion; R. Koeth, W. Spalding, S. Hoff-Smith, J. <br />Lasko "yes", and M. Yager "no". Motion Carried : <br />4. Nathan Sexstella; 27088 Lorain Road: (WRD 1): <br />Proposal consists of a determination of similar use in the General Retail Business District for <br />the proposed permanent cosmetics, tattoo, and body piercing shop. <br />Department Reports: <br />Ms. Wenger reported that the applicant proposes to locate a tattoo and body piercing shop in <br />a general retail business zoning district. Cturently the use 'is not'permitted in the City's <br />Zoning Code. Therefore, the applicant is requesting a deterniination of similar use. <br />6?
