Ms. Wenger's most significant concern was the overall circulation of the traffic on the site. Mrs. <br />Hoff-Smith voiced her frustration of the traffic layout on the site and questioned why the <br />applicant was not addressing the traffic flow issue. Mr. Romp commented that he was fiustrated <br />with the exiting traffic layout, but is at a loss on how to rectify the problem. As he does not <br />know what is going to happen to the Danny Boys building he is reluctant to try to address the <br />entire site's traffic flow issues at tlus time. Mr. Moran voiced that he thought that due to the fact <br />that the building size was being decreased there would be no pazking issues. <br />Mrs. Wenger ad.vised that the applicants would not require any parking variances as they are <br />between the 5 and 6 space requirements. Mr. Ya.ger believed that the expense of hiring a traffic <br />engineer now to fix the traffic problems of t,he entire site would not be feasible. There a.re too <br />many unknown variables taking place and the applicant's willingness to enhance the existing <br />Dairy Queen building far outweighs the traffic issue. Once an occupant is found for the Danny <br />Boys building, it would then be the time for a traffic engineer to address the entire site. Mrs. <br />Hoff-Smith agreed with Mr. Yager but was reluctant to depend on a future tenant to address a <br />long standing problem. Mr. Lasko questioned i€ in fact the Commission should be concerned <br />with the court order regazding the parking spaces the Building Commissioner mentioned. Mr. <br />O'Malley believed that that the parking places pertaining to the court order could be addressed <br />without addressing the entire traffic issue at this time. Mr. Morau stated that they would not <br />deviate from the court order. Ms. Wenger suggested the Commission allow the staff to work <br />with the applicant to address the parking issue more and return to Planning Commission with a <br />resolution. <br />Commissioners had no objections to the 3 ground signs. However, all commissioners agreed that <br />the neon rope lighting was not necessary and should not be allowed. The commission did not <br />have objections to 2 wa.ll signs however they requested that the Lorain Road wa11 sign be <br />reduced to be better proportioned to the front element. Mr. Romp stated that he would remove <br />the neon rope lighting. The ground signs although being replaced aze the same location and size <br />as what is currently there. It was suggested that the proposal be forwarded to the Architectural <br />Review Boazd for their review and recommendations on the building and signage. The proposal <br />would then return to Planning Commission for variance recommendations. <br />W. Spalding moved to table Dairy Queen Restaurant of 24579 Lorain Road and refer the <br />proposal to the ArchitecturaI Review Board for their recommendations on the <br />architectural plans submitted and also signage. R. BoLlmann seconded the motion, which <br />was unanimously approved. During roll ca11 Mr. Lasko commented that as the overall site plan <br />is before the Planning Commission he strongly recommend tha.t due to Ehe inherent nature of the <br />tra.ffic problems of the site it is in fact an opportunity for the commission to address the problems <br />specifically as it perta.ins to pazking and traffic flow and recommend that they do so now. Mrs. <br />Hoff-Smith commented she too was concerned with the traffic problem and that each building <br />occupant only being willing to address their own pieces and at what point does the commission <br />insure the issue is looked at. <br />IV. COMMUNICATIONS: <br />• Ordinance No. 2005-95 <br />An Ordinance amending various sections of chapter 1138 (Senior Residence District) of the <br />North Olmsted Zoning Code in order to clarify and update development regulations for the <br />Senior Residence District. <br />1VIs. Wenger reviewed tha.t Wellington Place approached the city as they would like to have <br />doctor offices added to their facility, which in tum prompted the review and discussion of the <br />6
