She informed the Commission that the applicant was also proposing <br />to relocate the transformer. <br />Mr. Taft with Carnegie Management explained that the Illuminating Company advised that <br />there is no power source to access along the rear therefore the transformer was moved to the <br />south west area to draw power from along Brookpark Road and landscaping will be used to <br />buffer the transformer. All of Mr. Malone's landscaping recommendations were followed. <br />Mr. Malone recommended continuing the Norway Spruce trees along the north east area <br />along the boulder wall curb. The south eastern most boundary showing 4 Swiss Pines added <br />reduce to a total of 3 pines. The south east side boulders are to be installed. The bayberries <br />that are being removed could be relocated to the other side of the property replacing the <br />Shasta viburnum. Any plants that die in the transplant are to be replaced. They will require <br />additional landscape screening around the transformer. <br />Councilman Orlowski presented a number of photos of the northern area of the site behind <br />the mound. Residents concerns are standing/accumulating water, debris in the buffer area, <br />and poison ivy and dead trees in the area. A lengthy discussion ensued regarding what would <br />constitute a natural state. Ms. Wenger advised the Commission that drainage was not within <br />their jurisdiction, but subject to Engineering review and approvals. Any changes to the <br />natural buffer could be made as part of a plan amendment. Mr. O'Malley agreed with Ms. <br />Wenger that the engineering matters should be addressed by the engineering department and <br />the matter of the area being maintained was a building department matter. <br />Mr. Taft advised that in July 06 the engineer was present and there was no debris in the area. <br />They would be willing to install a swale and clean up an area however he was concerned that <br />debris was in part due to people dumping things on the property and asked if they were <br />required to continuously clean out debris they are not creating. The commission advised the <br />applicant they are required to maintain their property. The applicant indicated willingness to <br />remove debris, dead materials and poison ivy to the greatest extent possible without <br />damaging existing trees. <br />M. Mahoney moved to approve the landscape amendments as submitted with the <br />following recommendations: <br />1. At the landscape area north of the entry drive, the three Swiss Stone pines are to be <br />changed to either two Swiss Stone pines or two Norway spruces. <br />2. At the landscape area at the southeast corner of the development, the four Swiss <br />Stone pines are to be changed to three Swiss Stone pines. <br />3. The bayberries which will be removed along the west side of Target may be <br />relocated and used in lieu of the viburnum on the west side of the property, so long <br />as the dead bushes are replaced. <br />4. The relocation of the transformer is acceptable as landscape screening is provided <br />around it. <br />5. The applicant will clean out the debris and poison ivy along the property abutting <br />Mitchell Drive residences where possible. <br />M. Meredith seconded the motion. Roll call: M. Mahoney, M.
