Ms. Wenger reported that the applicant submitted revised plans for the new bank building, <br />incorporating the Commission's recommendations from the prior meeting. She noted that the <br />Commission's recommendations included a solid white aluminum fence to screen the rooftop <br />mechanical equipment. However instead of white, she recommends that the fencing match <br />the color of the roof to blend in. <br />Mr. Collins reported that the additional landscape island in the western parking lot was a <br />good idea to control inner traffic patterns. He suggested extending the island farther north in <br />a bull nose with type six curb as shown to control the traffic and decrease asphalt. The exit <br />only drive should have "right turn only" painted on the ground. The western radius of the <br />exit drive should parallel the eastern radius to force traffic to turn right. He suggested the <br />applicant may want to install a sign stating no entrance however it would require a variance. <br />Although plans show a new concrete barrier curb on Whitethorn, it is his opinion that they <br />should not be installed. The existing road is an asphalt road with no curbs and was designed <br />so that drainage flows off both sides of the road onto the tree lawn, which is where the storm <br />sewer system is located: If barrier curbs are installed they will act as a dam and channel the <br />water to settle along the street. The condition of the existing road would not be conducive to <br />installing barrier curbs and would require additional drainage outlets. Mr. Bohlmann <br />disagreed with the engineer's assessment of not wanting barrier curbs installed. Mr. <br />O'Malley recommended the commission follow the Engineer's recommendations. <br />Mr. Orovets reviewed the changes to the building fagade and the roof pitch. The mechanical <br />screening will be painted white or black which ever the city prefers. They will respond to the <br />Engineer's requirements for the curb cuts and curbing. They would like to postpone any <br />directional sign until the site is completed and then only if it is shown to be warranted. The <br />landscaping recommendations have been incorporated. <br />Mr. Malone suggested that the plans included wording that if the filler perennial plants were <br />not available at the time of planting then other assorted sun tolerant perennials would be <br />installed. Discussion of requiring the mechanical fencing to be white or black took place and <br />the majority of the commissioners preferred a white fence. <br />J. Cotner moved to approve the proposal for Third Federal Savings of 26949 Lorain <br />Road which consists of demolishing the existing bank and constructing a new bank with <br />site improvements as presented with the following recommendations: <br />1. Barrier curbs are to be removed. <br />2. The western side of the eastern curb cut is to be redesigned to meet the city <br />engineer's requirement and include "right turn only" painted on the pavement. <br />M. Meredith seconded the motion which was unanimously approved. <br />3. North Olmsted Town Center (Parcel -E); 24642-25174 Brookpark Road: (WRD # 4) <br />Proposal consists of landscaping alterations. Note: PDC tabled proposa109/13/06. <br />Mr. Bohlmann abstained from considering the proposal due to a conflict of interest. <br />Ms. Wenger reported that the proposal consisted of an amendment to approved landscape <br />plans. The applicant revised plans in accordance with recommendations given. Additional <br />revisions were submitted and placed at each commissioner's seat which accurately shows the <br />2
