CITY OF NORTH OLMSTED <br />PLANNING & DESIGN COMMISSION <br />MEETING IN OLD TOWN HALL <br />WEDNESDAY, NOVEMBER 15, 2006 <br />MINUTES <br />1. CAUCUS: <br />II. ROLL CALL: <br />The meeting was called to order at 7:35 pm <br />PRESENT: J. Lasko, J. Cotner, R. Bohlmann, G. Malone, M. Mahoney and M. Meredith. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Assistant Building Commissioner <br />T. Rymarczyk, Acting. Engineer P. DiFranco and Clerk of Commissions D. Rote. <br />ABSENT: Member; M. Yager <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve _the Planning & Design Commission minutes of October 25, 2006 <br />as written. M. Mahoney seconded the motion, which was unanimously approved. <br />IV. OLD BUSINESS: <br />1. Third Federal Savings; 26949 Lorain Road: (WRD # 4) <br />Proposal consists of demolishing existing bank and constructing a new bank with site <br />improvements. Note PDC tabled the proposal on 10-25-06. <br />Mr. Lasko advised that the City Planners memo dated November 15, 2006 pertaining to'Third <br />Federals proposal was received a copy was provided to the applicant and the memo would`be <br />made a part of the minutes (see attached). <br />Mr.. Rymarczyk reported that depending on the outcome of the meeting variances maybe <br />required, one being the exit only sign and the second possible variance would be for the <br />proposed widths and radius of the three curb cuts if not brought into code. <br />Mr. DiFranco reported that the western drive was to be no wider than 24-feet and the apron <br />curb radius needed to be revised to be tangent with the Lorain Road curb. He cautioned the <br />applicant to make sure the radius of the curb remained on the banks property. The eastern <br />proposed exit only apron should be revised to be tangent to Lorain as well and the drive as <br />shown would still allow vehicles to turn left off the sight. He requested the eastern drive be <br />decreased to a maximum width of 14 feet. By angling the drives west-side radius eastward it <br />would prohibit vehicles from. entering or exiting the drive to the left. The apron on <br />whitethorn is to be no wider than 24 feet, with a 25 foot radius. Although the plans indicate <br />tliat damaged sidewalks would be replaced along the east driveway he recommends replacing <br />sidewalks along both the east and western sides of the driveway. <br />Mr. O'Malley advised that the entire sites proposal was to be addressed as a new <br />development. The applicants are not automatically entitled to three curb cuts nor are the <br />existing non-conforming curbs grandfathered. The commission should address the entire site <br />in accordance to chapter 1126.07 pertaining to whether the proposal is in conformance with <br />land, use policies i.e. plans, maps, rules and/or regulations. Would the proposal have any <br />adverse impact on neighboring properties. Is there adverse impact on vehiculax or pedestrian
