- 2. Third Federal Savings; 26949 Lorain Roacl: (WRD # 4) <br />Proposal consists of site improvements including demolishing existing bank and constructing a <br />new bank. <br />Ms. Wenger reported the new building will have a split face block base with brick. The roof is a <br />standing seam metal roof which was requested to be changed to an asphalt shingle. However the <br />applicants chose to keep the standing seam metal roof which she believes accentuates the greater <br />ratio of roof to building. She had also requested the applicant include architectural detail on the <br />rear of the building, as all sides are visible from the right-of-way. Two windows and recessed <br />panels were added but she questions the design value of recessed panels which add little detail to <br />the building. The color of fence needs to be disclosed and shown on the plans. <br />Currently there are three drives on the site and the plans show that the north eastern drive will be <br />eliminated. The remaining drive on Lorain does not meet engineering requirements which could <br />be resolved by moving the driveway towards the east. Relocating the Lorain Road drive would <br />also require a change in the current parking configuration. Due to new driveway configurations <br />the requirement for brickscape along the right-of-way is required but not provided for in the plans. <br />Proposed parking is double what is required for the site. Although the applicants expressed a need <br />for as much parking as possible a number of parking spaces are arranged in such a way that it <br />could.create challenging or unsafe circulation. She questioned the safety and maneuverability of <br />the parking spaces along the northeast area of the building. She reviewed that the plans submitted <br />in the commissioner's packets require variances however the applicants advised that new plans <br />would be submitted which would eliminate the need for any variances other than signage. <br />The current plans involve two wall signs and two or more ground signs. There are two wall signs, <br />one on the south face and another on the north face which is allowed by code, as the lot has <br />frontage on Lorain and Whitethorn. However she questions the location of the signs, which are <br />tightly placed between the windows and the roofline. The proposed ground sign is shown within <br />the Lorain Road 35' sight triangle which does not meet code. The two directional signs shown are <br />not allowed by code and include logos, which are not necessary. <br />Mr. Rymarczyk reported that based on the plans submitted variances are required however the sign <br />installer has submitted in writing that the two directional signs would be removed and the ground <br />sign moved to meet code requirements. Three light poles shown along Whitethorn require <br />variances; however if the heights are lowered it could meet code requirements. <br />Mr. Collins reported that storm water quality measures must be updated to meet current codes. <br />The radius of the driveway on Lorain must be revised to a 25 foot radius and moved eastwardly so <br />that the apron does not cross the property line. All utilities are to be run underground and updated <br />to meet all current code requirements. Requirements pertaining to brickscape/streetscape are in <br />affect and there are currently sections of public sidewalks along Whitetliorn which require repair <br />and or replacement. He is concerned that the west side parking could interfere with the traffic <br />entering and exiting the site. <br />Mr. Orovets, the architect, and Mr. Smith with Third Federal were present to review the proposal. <br />The building will be split face block and brick however they prefer to use the standing seam metal <br />roof in lieu of asphalt. The charcoal color metal roof is to help the building look more commercial <br />than residential as it is in a commercial district. Modifications were made to allow additional <br />greenspace along the east side of the building. Windows were added where possible but the <br />back/south side of the bank houses teller stations therefore windows can not be installed. The light <br />poles have been decreased in size and will not exceed a maximum height of 20-feet from base to <br />top of lamppost. The ground sign has been moved to meet requirements and the flagpole is now <br />located along the north south corner of the new building. There will be a black aluminum 3-foot <br />3
