fence along the east, south and west property lines. New site and photometric plans were passed <br />out as well as cut sheets for the light fixture to be used. Currently the bank leases parking spaces <br />from a neighboring landowner due to insufficient parking. There are currently 22 employees and <br />once the new bank is completed there will be up to 25 employees so parking is a major concern. <br />The loading dock area is shown but they do not feel that a loading dock is needed as all deliveries <br />are via armored trucks and deliveries are through the front only. They were asked to eliminate the <br />eastern curb cut by the city which they have. The dumpster area will be in the southeast corner <br />and will be enclosed with gates. The air conditioning units will be screened from view. Water <br />detention will be underground not above and meet code requirements. <br />Mr. Malone questioned the accuracy of the landscape plan. Mr. Orovets said all layers of the <br />landscape plan did not print and he would submit an accurate plan. Mr. Malone requested the <br />existing oak tree along Lorain Road be removed. Additional plantings both perennial and seasonal <br />should be added throughout the beds and around the ground sign. To ensure proper buffering for <br />abutting residents he requested undulating mounds with a maximum height of 3 feet be installed <br />along Whitethorn Blvd. He would like to see Alberta spruce used along the west boarder and Blue <br />spruce throughout the remainder of the site and all trees are to be a minimum 2 inch caliper, 6 to 7 <br />feet tall. Due to the ash tree problems no ash trees should be used on the site. The brickscape <br />along Lorain is to be installed and shown on new landscape plan as well as an irrigation system. <br />Mrs. Meredith questioned if there would be an ATM machine. She had concerns over parking <br />spaces as some seemed inaccessible and the handicap spaces are placed in the middle of the main <br />ingress/egress. Mr. Lasko suggested moving the trash enclosure away from the residential <br />properties and having it open towards the bank not the neighbors. He questioned whether or not <br />the east curb should be eliminated and thought it was possibly warranted if the driveway was an <br />exit right turn only. It was suggested that two of the east parking spaces be removed and replaced <br />with a turnaround. Ms. Wenger asked how far the west entrance drive needed to be moved. Mr. <br />Colliris indicated that it would be between 4 to 5 feet and the location of the handicap parking is at <br />the busiest area of the site. He suggested the handicap parking be relocated. Commissioners had <br />mixed feelings as to whether one or two curb cuts were needed along Lorain Road. <br />Mr. Smith advised that there would be no ATM as they are a savings and loan bank and need the <br />space for parking more. The trash enclosure is brick and they will use vinyl doors to ensure the <br />trashcans are not visible to the neighbors. He is concerned that if the parking landlord sells the lot <br />for development he would have no parking spaces for his employees. <br />Mr. O'Malley advised that internal traffic circulation is an issue for the commission to address. He <br />reminded the commission that they could require a traffic study. Mr. Collins felt that one curb cut <br />is always better than two. The applicant has many factors to look at when addressing a curb cut as <br />the curb cuts affect internal traffic as well as external traffic along Lorain Road. Mr. Lasko felt <br />that the issue should be tabled until internal traffic issues are looked into further and suggested a <br />traffic study be conducted. Mr. Malone felt that due to the site being developed as a bank which <br />does not have a high volume of traffic he did not think a traffic study was warranted. <br />Mr. Rymarczyk asked what type of light would be on the flagpole and if the site lights would be <br />turned off at night. Mr. Smith said the flagpole will have an up-light and site lights will be turned <br />off within an hour of closing, only safety lights would be left on along the front of the building. <br />The following residents were present: Mr. Mantle and N1s.1Vlone. Residents were glad to hear <br />mounding and trees were being required to provide additional buffering. They also would prefer <br />the appearance of the bank be residential. The following concerns were voiced: <br />• Possible light spillage <br />• Increase in water problems in the neighborhood <br />4
