CITY OF NORTH OLMSTED <br />PLANNING & DESIGN COMMISSION MEETING <br />COUNCIL CHAMBERS <br />WEDNESDAY, SEPTEMBER 27, 2006 <br />MINUTES <br />1. CAUCUS: <br />7:15 PM <br />II. ROLL CALL: <br />The meeting was called to order at 7:30 pm. <br />PRESENT: J. Lasko, J. Cotner, G. Malone, M. Mahoney, and M. Meredith. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, <br />Assistant Building Commissioner T. Rymarczyk, Engineering Consultant Dan Collins and <br />Clerk of Commissions D. Rote. <br />ABSENT: Members; R. Bohlmann and M. Yager <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning & Design Commission minutes of September 13, <br />2006 as written. M. Mahoney seconded the motion which was unanimously approved. <br />IV. OLD BUSINESS: <br />1. Exit 2 Storage (Dale Schmidt); 31399 Industrial Parkwav: (WRD # 3) <br />Proposal consists of the addition of a canopy for proposed outdoor storage area. <br />Ms: Wenger reported that the Exit 2 outdoor storage proposal was approved .by, the <br />Commission March 2006. However during Council's review process it was deternuned that <br />the proposal violated a provision of the Building Code. The applicant was unsuccessful in <br />obtaining a variance from the BBCA for outdoor storage in the side yard. Therefore, the <br />applicant proposes a canopy over the storage area, which would satisfy the conditions of the <br />Building Code. There are a number of concerns with the plans presented: <br />• Plans do not call out the proposed angle of the parking spaces within the field <br />• The color of the canopy is not disclosed on the plans <br />•. Canopy height is not indicated on the plans <br />• Gutters/drainage are not shown on any plans but are required <br />• No screening or side panels are shown for the parking area which would still be visible <br />Mr. Collins reported that the proposed roofing system would be required to have downspouts <br />and tied into an existing storm sewer and a plan showing the requirement would need to be <br />submitted. <br />Mr. O'Malley reviewed that when the proposal was forwarded to Council, the Law Director <br />noted there was a chapter of the Building Code which restricts outdoor storage to the rear <br />yard only. The applicant sought a vaxiance from the BBCA to be allowed to park the vehicles <br />in the sideyard which was denied. There will be a second phase yet to be built so it is <br />recommend that the commission proceed with the assumption that the remaining buildings <br />would not be built and that there could possibly be additional canopy type parking in lieu of <br />buildings.
