1. Fifth Third Bank; 26187 Lorain Road: (WRD # 4) <br />Proposal consists of an additional ATM drive-through lane. <br />Ms Wenger reported that the proposal consisted of an addition for an ATM drive through <br />lane. The addition will match existing building materials. She questioned if the damage to <br />the existing drive-through canopy would be repaired/replaced as part of the canopy extension. <br />Parking would be removed from the south of the building to accommodate a bypass lane <br />which will not affect the parking count. <br />Additional landscape materials are proposed along Brookpark Road for screening however <br />the plan shows 6 spruce trees in the area but there are only 5 at the site. There is no <br />landscaping proposed for Lorain Road in the existing tree lawn. Two of the variances <br />required are due to the site having double frontage one along Lorain Road and the other <br />Brookpark Road although they do not have access along Brookpark. <br />Mr. Ryrnarczyk reviewed variances needed: <br />1. A 17 foot 10 inch variance for rear yard setback <br />2. A variance for conducting business activity in the rear yard which code does not permit. <br />3. A variance for no irrigation which is required. <br />4. A 17.8 foot candle variance for excessive illumination under canopy and code allows <br />maximum reading of 15 FC. <br />5: A variance for lighting being left on all night without reduction level by 50%. <br />He noted that there is also a special permit to add to a non-conforming building required. <br />Mr. Collins reported that the drive-through canopy is required to be tied into the existing <br />storm sewer system. Detailed plans addressing utilities, concrete curbing, asphalt, and details <br />on storm water management system need to be submitted. <br />Mr. Hartley the architect was present to review the request. Mr. Hartley advised that they <br />could address most of the concerns mentioned. The entire canopy would be resurfaced to <br />make sure it all matches. The colors that will be used will match the existing colors of the <br />bank which are their corporate colors. Although there have been parking spaces removed <br />they still have 10 more parking spaces then required by code. Landscaping was added along <br />Brookpark Road to assist buffering the site and perhaps one of the spruce trees died. The <br />space along Brookpark Road between the trees will be filled in with viburnum or juniper. <br />The variances for foot candle readings are needed for the ATM machine which needs to be <br />illuminated for the security camera to record the area. There will be two new cam lights <br />installed in the drive-through lanes as well. <br />Mr. Malone voiced that the plans call for 15 viburnum plants to be added but the variety of <br />viburnum is not listed on the plan. He would recommend the applicant choose varieties <br />which are dwarf in nature and not grow more than 5 to 6 feet tall. Currently there is no <br />pavement between the sidewalk and street. His recommendation is to use pavers and the <br />existing landscaping looks healthy and although the Lorain Road area is well grounded the <br />new landscaping should be irrigated. Ms. Wenger advised that pavers are only required when <br />there is curb cut work or added which is not the case for the applicant. <br />Mr. O'Malley advised that the commission could require the applicant install irrigation <br />throughout the site or could require only the new landscaping areas be irrigated.
