As part of Archivers and Wild Mango <br />renovations, the property owner was required to submit a master sign package. While Westfield has <br />submitted a plan, it has been deeined by the Building Department to be insufficient. The applicant <br />should be required to complete the master sign package before a certificate of occupancy is issued. <br />Mr. Rymarczyk reported that the master sign plan must be completed. Applicants need to clarify the <br />drawings regarding the delivery area listing a number of alternates. The city requires verification <br />whether or not the alternatives listed will in fact be completed. <br />Mr. O'Malley advised that the sign as presented exceeds the codes therefore the applicant would require <br />a variance and the commission could invite the applicant to either comply with code or specify the <br />variances which would require the commissions' recommendations prior to attending a Board of Zoning <br />Appeals meeting. <br />Mr. Greenberger with Westfield Corporation assured the commission that the H&M sign would not <br />require variances. The alternates were added to the plans to show what could be done to enhance the <br />property and he encouraged the coinmission to require the alternates as a condition of final approval. <br />The proposed tenant H&M is a quality tenant and is a leader in the apparel industry. They will be using <br />a space which has been vacant for two years as well as interior area within the mall. Patrons will be able <br />to access the store both internally and externally. The features in the design of the fagade are partially <br />Westfield continuing the concept of a lifestyle view as well as City input. They have learned from <br />lifestyle centers that solid continuous walls need to disappear and they are trying to bring in landscape <br />buffers, softening, adding seeding, bike racks, waste receptacles and benches. Addressing the site line <br />of the delivery area the receiving walls being brought back flush with the H&M space will make site <br />lines into the area almost non-existent from Brookpark. The EIFS crown molding was wrapped onto the <br />back wall of the receiving area to disguise the area and draw in patrons. He advised that the new tenant <br />would actually result in reducing their gross leaseable axea. <br />Mr. Yager thought that the crown molding was incorporated into the plan as requested. Ms. Wenger felt <br />that the appearance of the delivery area should be a full treatment not just the cornice work along the top <br />of the wall. She would like the applicants to consider looking at the west side of Archivers which leads <br />into the loading dock area, i.e. duplicating the east wall leading into the loading dock area from H&M <br />store. Mr. Greenberger felt that the visibility would be blocked from view and that EIFS would not be <br />conducive to the industrial use of the area. The proposed landscaping which includes trees would also <br />block the view. He asked that they not be required to modify an existing truck dock beyond what they <br />are proposing. <br />Mr. Yager felt that all alternates listed on the plans should be incorporated and followed. The entry <br />form for H&M which holds their sign should be about 1-11/z feet higher than as shown to enhance the <br />entrance. He likes the light fixtures which are decorative and they will screen mechanical equipment. <br />He agrees with Ms. Wenger regarding wrapping the EIFS from Archivers. The applicant can split the <br />amount of EIFS being proposed to wrap around the corner of the H&M east wall with the Archivers <br />west wall. He thinks the plan enhances an existing blank wall and significantly improves the appearance <br />of the entire area. The materials are a good choice, including the Elderado cultured stone which will <br />give the site individuality. He asked if the cornice would have a metal cap along the edge. Mr. <br />Greenberger said no the surfaces of both the dryvit and stone are warranted for horizontal surfacing even <br />in the areas cliinate. Mr. Yager requested the applicant look further into the use of inetal capping for the <br />EIFS when used it keeps maintenance issues from arising. However as it is maintenance issue rather <br />then an aesthetic one its up to the applicants discretion whether he uses it or not. <br />7
