CITY OF NORTH OLMSTED <br />PLANNING & DESIGN COMMISSION MEETING <br />COUNCIL CHAMBERS <br />WEDNESDAY, MAY 24, 2006 <br />MINUTES <br />1. CAUCUS: <br />7:15 PM <br />II. ROLL CALL: <br />PRESENT: Members J. Laslco, R. Bohlmann, J. Cotner, G. Malone, M. Mahoney, M. <br />Meredith and M. Yager. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, <br />Assistant Building Commissioner T. Rymarczyk and Clerk of Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to adopt the Planning & Design Commission xrunutes of May 10, 2006 as <br />written. G. Malone seconded the motion, which was unanimously approved. <br />IV. OLD BUSINESS: <br />lo Taco Bell; 24247 I.orain Road: (WRD # 4) <br />Proposal consists of demolishing the existing building and constructing a new restaurant with <br />site improvementso Note: PDC tabled the proposal on 04-26-06 and the Board of Zoning <br />Appeals granted variances on 05-04-06. <br />Mse Wenger reported that the new plans included previous recommendations, including: <br />• A new vinyl fence along south property line <br />• Additional landscaping was added to screen/buffer the handicap parking area, as well as <br />other landscaping changes <br />• Several options were submitted related to the colored banding, including a two-color and <br />three-color scenario. <br />• No further information was submitted from the manufacture pertaining to the thin-bricks <br />ability to withstand/uphold in Ohio's weather. <br />The Board of Zoning Appeals granted some and denied some of Taco Bell's variance requests. <br />Mr. Rymarczyk advised that the new plans required verification as to how the two light poles <br />would be shielded to ensure an additional variance would not be needed, <br />Mr. Dugas with Pacific Bells and Mr. Allen Owner of DLA Services were present to discuss <br />the proposale Mr. Dugas presented updated elevation drawings for the commissioners to <br />review. The color scheme they would like to use is a three color palette which is not as bright <br />as the printouts appear. The two color pattern would not be as effective nor would it breakup <br />the starkness of the walls. As the bell is unable to be extended above the roofline either a <br />straight or arched roofline can be used. He advised that they would shield the light poles to <br />ensure no further variances are required. A sample board was passed around which accurately <br />reflected the three colors to be used on the building. NIr. Rymarczyk advised that the lens to <br />the lights must be parallel to the ground and any changes made would be within the light <br />housing itself. If the applicants agreed that that would be completed no further variances are <br />needed. Mr. Dugas assured the commission they would not require any further variances. <br />They will install a tan vinyl fence to blend with the building. The recommended trees were
