J. Lasko moved to approve Fifth Third Bank of 28856/28890 Lorain Road their proposal <br />which consists of demolishing 2 eavsting buildings and constructing a new building with sfte <br />improvements predicated upon the applicants receiving their variances and a consolidation <br />plst 6eing snbmitted and approved prior to any permits being issued. The irrigation as <br />proposed is adequate and the commission approves the single access drive. The <br />eoanmission does not recommend variance requests 2, 3 and 4 be granted. G. Malone <br />secoeded the motion wluch was unanimously approved. Mation Caaried . <br />• Welcome House; 29776 Lorain Itoad: WRD # 31 <br />Proposal consists of a new group home facility and site impmvements. <br />Note: Pla.nning & Design Commission tabled the proposal on 03/08/46 and Board of Zoning <br />Appeals granted variances on 04/06/06. However a Conditional Use Permit is required. <br />Ms. Wenger reported that the applicants had returned after obtaining all their variances and the <br />following recommendations, were incorporated irito the new plans, including: <br />• Dumpster was redesigned to bTend into the starage sfied and fence and relocated closer to the <br />rear building to hide it from view. <br />• Landscaping plan includes additional trees at the west properly line and two landscape beds in <br />the front setback area. <br />• Applicants have chosen to use a board on board fence as apposed to using vinyl as the <br />commission requested. However, she believes a wood fence would biend better with the shed <br />and dumpster enclosure and fit the residential chara.cter of the development. <br />She Feminded the commission that they previously approved Iandbanking 10 pazking spaces, <br />proposed irrigation systiem and that the proposal still required a conditional use permit for the <br />new building. Although the use is residential, it is located in tlie business district, therefore must <br />follow busuness and industrial standards. <br />Mr. Raig reported tliat there was ao natural outlet (defined as a stomn sewer or diteh) for the <br />storm water detention basin. Therefore a vaziance is required from City Council to dischazge the <br />storm wateP overland. <br />NiF. O'MalIey reviewed that although otier States cades may nat allow a use permit for this use, <br />North Olnsted City code allows the residential use as it is less restrictive. He suggested the use <br />should be permitted as it is located in the ideal location and currently being used residentially. <br />The applicants obtained their variances contingent upon a deed restrictions being imposed to <br />reloin the Iots if they are ever sald. He requested that the deed restrictians be aoted on the <br />Mylaz/plat, if the county atiows or the city may want to be made a part of the process to ensure <br />the ability to enforee the restrietions. <br />Mr. Stenzel the architect, Mr. Billangton the applicant's attorney and Mr. nomas the execLrtor of <br />welcome house were present to address the proposal. Mr. Stenzel believed that they had <br />accommodated each of the commissions request except tasing vinyl fencing in lieu of board on <br />board. At this time it is just not financially feasible and mainWning a board on board fence <br />would be easier to replaee tben trying to obtain vinyl fence parts. The style Qf board on board <br />fence will be a shadow box type style. Mr. Billington assured the commission that Weieome <br />House has always felt welcomed in North Olmsted and they would do what ever is required on <br />the Mylar/plats. He briefly reviewed that they would go before City Gouncil to address their <br />proposed storm water detention system which would improve the area and eontinue to replenish <br />tlie metro parks wetlands. <br />4
