Mr. Raig advised the applicants that they ma.y want to speak to tlie ynetro pazk planneP Mr. I)ick <br />Kerber prior to going before City Council as they ha.ve voiced that they would like the current <br />wetland water Ievels rnaintained. Mr. Stenzel advised that the water run-off wouid remain at <br />pre-development levels. <br />Mr. Yager voiced that he was comfortable with the plan and had no objections to a boazd on <br />boatd fence as it would blend with area. Mr. Malone agreed with the use of a board on boazd <br />fence and liked the amended lanclscaping plan. The commissian as a whoie had na objectian to a <br />board on board fence. The commission reviewed each of the 6 findings as to conditions and <br />standards for their report to City Council (see attached conditional use form). <br />J. Lasko moved to recammend that City Conncal grant all three WeIcome House facilities a <br />Conditionai Use Peamit. Two of the ezisting honnes have and continue to serve the <br />handicap comanunity of the city in a professional manor. Applicants should be commended <br />and allowed to continue to fulfill a necessary need. Approval should be conditioned upon <br />lot consolidation being apprAVed and Cmuacil invoking deed restrictions being noted on the <br />1Vlylar/plat itseif. R Bohimann seconded the motion, wbach was unaninousty approved. <br />J. Lasko moved to approve Welcome House of 29776 Lorain Road the proposal which <br />consists of a new group home facility and site improvements. The commission previoasly <br />approved latdbanking 10 pariimg spaces and proposed irrigation plan.. Final approval is <br />conditioned upon the lot-spiit and consotidation plat noting the deed resfrictions directiy <br />onto the Mylar/plat or other means to ensnre the city can legally enforce the reqnired deed <br />restrictions. G. Malone seconded the motion which was nnanimoasly approved. Motion <br />Carried <br />V. NEW BUSINESS: <br />1. Wetcome House Lot Salit & Comsolidation Plat; 29776 Lorain Road: (WRD # 3) <br />The progosal is to consolidate Permanent Parcel iVumbers 233-I1-008 (1.3681 acres), 233-11- <br />009 (1.3680 acres) and 233-11-010 (1.3680 acres) and to split out three parcels (B, C and D) <br />froyn this consolidated pazcel. The consolida.ted parcel (Pazcel A) will be 3.0615 acres. Parcel B <br />will be 0.3772 acre. Parcel C wiU be 0.3587 acre. Parcel D wiii be 0.0875 acre. 'Fhe Iocation is <br />on the north side of Lorain Koad approximately 1,000 feet west of Ehnhurst Road. Zoning is <br />IZetaii Business, General from the centerline of Lorain Road to 500 feet north of the centerline of <br />Lorain Road. Zoning is B, Residence, Single from 500 feet north of the centerline of Lorain <br />Road #o the north properly line. <br />The existing parcels conform to the width, depth and area requirements of the zoning code. The <br />proposed pazcels A, B and C will conform to the width, depth and area requirements of the <br />zoning code. Prapased parcel D wili not conform to the width or area requirements of the zoning <br />code. 'Ihe required width is 70-feet, and the proposed width will be approximateiy IO-feet. The <br />required area is 10,850 square feet, and the proposed area is 3,811 square feet. <br />J. Lasko moved to aceept the Tat spUt and consoiidation plat upon Council approval and <br />t6e deed restrictions beimg noted on the 1WlylarJpiat or other means to ensure the city can <br />legally enforce the required deed restrictions and or Mylar/plat is acceptable to the connty <br />recorder.
