The proposal ns to consolidate Permanent Pazcel Numbers 231-36-004 and 231-36-005 into one <br />parcel. The consolidated parcel will be 0.4391 aere. The location is on the north side of Lorain <br />Road approximately 900 feet west of Columbia Raad. Zmning is Itetail Business, Geneaal. The <br />existing parcels do not conform to the width and area requirements of the Zoning Code. "Fhe <br />required width is 150 feet, and the actnnal widths are approximately SO feet and 73 feet. The <br />required area is 40,000 square feet, and the actual areas are less than approximately 10,000 <br />square feet each. The proposed parcel will not conform to the width aud area requirements af the <br />Zoning Code. The praposed width is 121 feet, and the proposed area is 19,227 square feet. <br />Ms. Wenger reviewed that during the developffient process, it was noted that the site was <br />comprised of two separate pazcels. The commission tlien required the applicant to return with a <br />lot consolidation plat. VVhile the eonsolidated Iot vvill not conform ta eode requirements, it will <br />coriform to a greater eartent than either of tihe two existing pazcels. The lot consolidation will <br />require variances due to the non-conforffiances of the newly created lot. <br />Mr. Raig advised that both the lot width and Iot area woutd require variances. <br />Mr. O'1Vlalley recommended the coanmission request that the Board of Zoning Appeals grant the <br />required variances for the lot consolidation as the applicants can not obtain additional land to <br />preclude the need for the variances. <br />Mr. Yager questioned the dotted line along the northeast and southeast corneas of the plat. Mr. <br />Flurry the arclutect advised that the dot#ed lines depicted the easeffient area the neighboring <br />Hyde Park condominiums had for their ground sign. <br />J. Lasko moved to recommend that the Board of Zoning Appeals grant North Olmsted <br />Laser Carwash of 25054 Lorain Rosd a 88.75 foot variance for lot width and a 20,873 <br />sqnare foat variance for lot aeea as shown on sttbmitted plat. M. Yager seconded the <br />motmon, rou call on the motion: J. Lasko, G. Malone, M. Meredith, M. Yager; yes, and R. <br />Bohlmann: no. Motion Carried. During roll call of the motion Mr. Bohlmann stated that his <br />no vote was predicated on the inadequate size of the 1ot which he believes once developed will <br />have an adverse impact on the neighboring sites. <br />J. Lasko moved to grant the North Olmsted Laser Carwash lot consolidation plat <br />contingent upon the required variances being granted. G. Malone seconded the motion, roll <br />call on the mo4ion. J. LasIco, G. Malone, M. Meredith, M. Yager; yes, and R. Bohlmann: <br />no. Motion Carried. <br />3. Taco Bell; 24247 Iaorain Road: (WItD # 4) <br />Pmposal consists of demolishing the existing building and constructing a new restaurant with <br />site improvements. Note: Variances are recluired. <br />Ms. Wenger reported that the proposal consisted of demolishing tlie existing building and <br />constructing a new restaurant. The City has been vvorking writh the applicants building desiga <br />amd site plan, recognizing that cerEain chaUenges age inherent due to the small size of the parcel. <br />Code requires 1.5 acres for a drive through restaurant and the site is 0.6 acres. <br />The proposed building would be constructed with a combination of stone, brick, EIFS and glass. <br />The EIFS will be used primarily for banding around the top of the building which would be a <br />mixture of gotd and brown tones and in accent panels. <br />6
