The landscaping plan shows planting areas mainly around the building and in other groupings <br />around the parking area. The front parking setback is mostly lawn with few plantings. Some <br />raised beds in the front setback may help screen the front row of parking. Landscape irrigation <br />is proposed; however, it will terminate at the rear of the baclc parlcing area, not at the rear <br />property line as required. The Commission can determine the adequacy of the proposed <br />irrigation. . <br />City Codes require two driveways however the applicant shows one which can be allowed if <br />Planning & Design Commission approves. Brick pavers are proposed to be installed in the <br />right-of-way as required. Mechanical units are located behind the building in an area screened <br />Uy a briclc wall. However, there is a transformer on a concrete pad which is outside of the area <br />and not screened by any landscaping. <br />Seven variances result from this design, six of which relate to lighting. One variance is for <br />more wall signs than code permits. The additional wall signs would be located on the drive <br />through canopy to direct traffic/circulation. Applicant could remove wall signs and have <br />canopy signs. <br />A lot consolidation plat will be required and should be made a condition of approval. <br />Mr. Rymarczyk reiterated that there was a number of lighting variances required and the wall <br />signs mentioned were directional signs. <br />Mr. Raig reported that a consolidation plat was needed as well as detailed improvement plans <br />including utility, grading, demolition, erosion control, storm water management calculation, <br />storm water detention system and construction plans. <br />Mr. O'Malley reported that the lot consolidation would be contingent upon any building <br />permits being issued. <br />Mr. Weber the architect advised that the bank would lilce demolish the existing homes to <br />construct a single story wood framed building with gabled roofs which is a Western Reserve <br />style. There will be 4 drive-thru lanes along the northwest side of the building for one teller <br />window which will include the night deposit box, two pneumatic windows, and an ATM <br />machine. The banks operation hours are Monday through Friday 9:30 am to 5:30 pm and <br />Saturday 9:00 am to 1:00 pm. There will be one wall sign along the front of the building. <br />There is an open/closed sign above 3 of the drive-thru lanes, ATM sign and a monument sign <br />at the entrance. Along the front of the drive-thru lanes there will be a do not enter sign. Mr. <br />Rymarczyk advised that the sign company submitted plans showing 4 signs on the canopy and <br />the ATM sign is part of the machine which would not require a variance. Mr. Weber advised <br />that there would be an ATM sign above the fourth lane. <br />Mr. Rymarczyk requested correct sign plans be submitted so a proper write-up could be <br />completed. The 6 lighting variances are as follows; light trespassing over west property line, <br />illumination readings under the drive-thru canopy, parlcing lot luminary levels are higher than <br />code permits, drive-way luminary readings are higher than permitted, outdoor lights do not <br />show full cut offs which are required, listed light levels to remain on throughout the night with <br />no reduction in levels. Mr. Laslco questioned why the applicants could not comply with <br />lighting requirements. <br />7
