Mr. Weber indicated that there can be light shields added to the baclcs of the lights along the <br />west property line to make sure there is no light trespassing over the property line. He was <br />concerned with providing enough light for security of patrons. If the lighting is lowered their <br />insurance company will have issues of liability. It is their intent to request variances for the <br />lighting variances required. The plans will be modified to accommodate the 4 lights allowed <br />that will be reviewed by the safety individuals again. Full cut-offs will be provided for all <br />lights except those around the ATM. The parlcing and driveway lighting will be reduced <br />possibly except under the canopy or ATM machine. <br />Mr. Laslco suggested that the lighting issues could possibly be addressed by eliminating one of <br />the pneumatic tellers from the canopy. Mr. Weber did not believe that the bank could meet <br />the required levels even if a teller was removed as they must follow the banks requirements. <br />Mr. Yager believed that the Western Reserve design was in line with the neighboring <br />businesses. Copulas, shutters and copings all fit into the style of the area. The single curb cut <br />is sufficient for the site as there is not a high volume of traffic. The applicant should attempt to <br />eliininate all lighting variances. The transformer shown is not shielded but CEI requires direct <br />access. The overall appearance of the design fits the neighborhood and will be a positive <br />influence to the city. <br />Mr. Malone believed that the numerous old trees on the lot do not seem to be taken into <br />consideration in the design of the site. He would like to see as many of the older trees as <br />possible protected and preserved. Mr. Weber advised that the pine tree to the west front would <br />remain and ornamentals will be added to create a bed around the trees. There is an existing ash <br />tree that would block the visibility of the building so it will be replaced with a number of <br />ornamental trees along the back. The tree line shown along the west property line has been <br />removed since the drawing was created and he has spoke with Mr. Boss the owner regarding <br />coordinating plantings to replace the trees. The landscaping around the ground sign will be a <br />low creeping juniper type plant. There will be rose bushes on the site to give color as well as a <br />few lilacs and holly bushes around the building to have color year round. Mr. Malone did not <br />believe that the existing ash tree should be removed from the front of the property as it could <br />Ue properly pruned and not hinder the development of the building. The large oak tree along <br />the west side of the property near the ash is not shown on the plans and should be pruned and <br />preserved as well. Mr. Malone asked if the rear maple slated to be removed should be lcept and <br />the utility area should be redesigned to keep the maple tree. Mr. Weber reviewed that the area <br />in question was the utility area which would be a paved area with a 6-foot brick wall. It could <br />not be redesigned or the building would not comply with zoning codes. Mr. Malone requested <br />more color in the landscape beds, ground sign bed and around the base of the building using <br />low growing low maintenance perennials such as Stella d'Oro daylilies. The east side of the <br />property has a lot of scrub which should be cleaned up. He suggested planting narrow growing <br />maples, flowering pears or other like trees along the east grass line. The large open area in the <br />front should have a raised landscape bed added. <br />Mr. Bohlmann questioned if an irrigation system would be installed as they are not shown on <br />the plans. Mr. Weber said there will be an irrigation system installed for improved landscape <br />areas. The north end of the site will be cleaned but would be left in a natural state and not <br />inigated. Mr. Malone advised that as long as the front of the site and proposed oak trees are <br />inigated the back natural area does not need to be irrigated. <br />8
