CITY OF NORTH OLMSTED <br />PLAlVNING & DESIGIV COMIVIISSION MEETING <br />COUNCIL CHAMBERS <br />WEDNESDAY, MARCH 22, 2006 <br />MINUTES <br />1. CAUCUS: <br />7:00 pm <br />II. ROLL CALL: <br />Chairman Lasko called the meeting to order at 7:35 pm. <br />PRESENT: Members; J. Laslco, R. Bohlmann, J. Cotner, G. Malone, M. Mahoney, M. Meredith, <br />and M. Yager. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, Building <br />Coinmissioner D. Conway, Engineering Consultant M. Raig, and Clerk of Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Laslco moved to approve the Planning Commission minutes dated February 22, 2006 as written. <br />M. Yager seconded the motion which was unanimously approved. <br />IV. OLD BUSINESS: <br />C& C Realty (Halleen Chevrolet); 27932 Lorain Road, (WItD 1): <br />Proposal consists of demolishing current service garage for vehicle storage at Dewey and Lorain as <br />well as to the rear of the existing Chevy dealership. <br />Notes: 1). Planning Commission tabled the proposal on 5/24/05. 2). Proposal went before the <br />Board of Zoning Appeals on 6/2/05, 7/7/05 and on 8/4/05 applicants were denied a use permit to <br />parlc cars on residential land and their request to not irrigate either site. Due to use permit being <br />denied, BZA tabled variance setback request for rear of Chevy dealership. 3). Applicants withdrew <br />their variance setback request for Dewey Road. <br />Chairman Laslco announced that the applicant had permanently withdrawn the proposal from <br />consideration via fax. <br />• Exit 2 Storage - Dale Schmidt; 31399 Industrial Parkway: (WRD #3) <br />Proposal consists of the addition of an outside storage area. Note: Planning & Design Commission <br />tabled the proposal on 2-22-06 & 3-08-06. <br />Ms. Wenger reported that applicant had returned with new plans showing the following changes: <br />• Pavement specifications are now shown for the storage area which meet O.D.O.T. standards <br />• Parlcing spaces were re-angled as requested <br />• The number of parking spaces was reduced to not extend past the end of buildings <br />• Concrete barrier curbs are identified along the fence line but do not meet city codes <br />• Height restrictions are listed for items stored <br />• Additional evergreen landscaping along the I-480 boundary and additional evergreen screening <br />near the front entrance was addressed but not sure if it is what the landscape expert requested. <br />Mr. Raig indicated that Codified Ordinance 1161.11(a) requires parlcing areas having a capacity of <br />ten or more automobiles to provide a continuous cast-in-place concrete curb at the perimeter of <br />parlcing areas to define the parlcing. However the revised plans show "protective bumpers 6-inch <br />concrete curb" and there is still no curb detail.
