Mr. Schmidt assured the commission that the curb issue would be corrected prior to pulling his <br />permits. Regarding tree heights along the rear property line he was advised by landscapers to not <br />exceed 7-foot plantings to achieve the fastest growth possible. He pointed out that the front <br />landscape beds showed the requested landscaping added. <br />Mr. Malone indicated that the requested front emerald green arborvitaes were added but he would <br />not support the proposal unless 8 to 10 foot tall Norway spruce (Picea Abies) trees or Blue spruce <br />(Picea Pungens) trees are used and planted 20-foot on centers along the entire length of the rear <br />property line that abuts I-480. Mr. Schmidt stated he would be able to accommodate 8 foot trees. <br />J. Lasko moved to approve the proposal for Exit 2 Storage of 31399 Industrial Parkway <br />which consists of adding an outside storage area with the following conditions: <br />1. Plans are to show curbs to be continuous cast-in-place concrete curbs along the perimeter <br />of the parking places in accordance to city codes. <br />2. The southern/rear property line is to have either 8-foot tall Norway spruce or Blue spruce <br />trees planted 20-foot on center. New plans are to be submitted showing the conditions prior <br />to permits being issued. <br />G. Malone seconded the motion, which was unanimously approved. <br />V. NEW BUSINESS: <br />1. Consolidation Plat for (Michael Malone); 23841 Frank Street: (WRD # 2) <br />The proposal is to consolidate Permanent Parcel Numbers 231-24-023 (0.15 acre), 231-24-043 <br />(0.14 acre), 231-24-044 (0.14 acre) and 231-25-002 (0.14 acre) into one parcel. The consolidated <br />parcel will be 24,199.15 square feet (0.5555 acre). The location is on the south side of Frank <br />Street approximately 425 feet west of Clague Road. Zoning is C, Residence, Single. The existing <br />parcel number 231-24-023 does not conform to the width, depth or area requirements of the <br />Zoning Code. The required width is 60 feet, and the actual width is 50 feet. The required depth is <br />135 feet, and the actual depth is 127.57 feet. The required area is 8,700 square feet, and the actual <br />area is approximately 6,530 square feet. The consolidated lot will conform to the depth and area <br />requirements of the Zoning Code but not to the width requirement. Existing Permanent Parcel <br />Numbers 231-24-043, 231-24-044 and 231-25-002 are landlocked. <br />Ms. Wenger reported that the proposed consolidation would bring the final parcel closer to <br />conformance to City's Zoning Codes than what it currently is. The consolidation would also <br />provide access to parcels which are landlocked. <br />Mr. O'Malley advised that once a consolidation plat is approved by the commission the plat <br />requires multiple signatures from City officials and then must be filed downtown with the County <br />Recorders office which takes time. Therefore the applicant has requested he be allowed to be <br />issued a building permit right away if the consolidation plat is approved by the commission. It <br />could be part of the commission's motion to allow the Building Commissioner to issue the <br />building permit prior to the plat being recorded if the plat is approved. <br />Mr. Michael Malone advised that he first applied for his permit two months ago and would like to <br />get the project started. It is his intent to create an addition on to his existing home and <br />consolidating the lots would keep him from requiring variances. Commissioners had no objections <br />to the applicants request to consolidate his parcels. <br />J. Lasko moved to approve Michael Malone of 23841 Frank Street his request to consolidate <br />Permanent Parcel Numbers 231-24-023, 231-24-043, 231-24-044 and 231-25-002 into one <br />parcel. Furthermore, the Building Department upon the Planning & Design Commission <br />granting the consolidation is hereby within its authority to issue the building permit prior to <br />2
