Wellington Place; 4800 Clague Road: (WRD # 4) <br />Proposal consists of an addition to existing senior housing facility and site improvements. <br />Note: Variances are required. <br />Ms. Wenger reported that the proposal consisted of constructing an additional three-story wing to <br />match the existing senior facility and site improvements. The addition would provide assisted <br />living, Alzheimer's care and slcilled nursing. Parking areas and drives would be extended and the <br />applicant's intent is to develop previously approved landbanked parking. The new facility would <br />house the relocated outpatient medical offices from the existing building. The new offices would <br />be generally the same size as the existing space and would continue to be an accessory use to the <br />main use of the building. <br />Mr. Conway reviewed that the applicants are required to have 144 parking spaces and the newly <br />submitted plans show 109 spaces constructed and 351andbanked. Therefore the commission can <br />approve the landbank parlcing and eliminate the parking variance. New plans show foot candle <br />readings higher than zero about the parking lot due to additional light fixtures being added <br />eliminating the parking lot light variance. However there is still minimal light trespassing over the <br />north and west property lines but no readings provided for property lines abutting residential <br />property therefore he requires the applicants' assurance tonight that new plans would be submitted <br />showing zero readings along abutting residential property lines to eliminate the light trespassing <br />variance. The applicant will require variances for side yard setback and for light fixtures not <br />having full cuts. <br />Mr. Raig advised that a lot consolidation plat is required for the two parcels since the new parking <br />lot would cross property lines. Storm water management calculations were provided which shows <br />that if the detention system outlet is revised to a four-inch orifice the existing storage would be <br />adequate. Grading plans show that approximately two acres would be disturbed by construction. <br />Therefore, post-construction storm water quality measures are required. The site layout plan shows <br />additional pavement in the southeast corner of the site and the grading plan does not. Therefore <br />new plans depicting the correct information is required. <br />Mr. Ziska, the architect, Mr. Messerini, the director of the facility, Mr. Nickels, the civil engineer <br />and Mr. Bower, the owner, were present. Mr. Ziska reviewed that they would like to continue to <br />use the residential type light fixtures which are used on the existing buildings. Therefore they will <br />seek a variance for light fixtures not having full cut offs. He assured the commission that new <br />plans would be provided showing zero foot candle readings at the property lines. A fenced in patio <br />area was added for the Alzheimer patients. They would like to seek a 4 foot 9 inch variance for <br />side yard setbaclc. Code requires 54 feet 9 inches and they show 50 feet which is due to what is <br />talcing place within the building and trying to meet the north side yard setback requirements. He <br />advised that the new landscape areas would be irrigated. <br />Mr. Yager said that the applicant would be duplicating the existing three-story building by <br />matching existing building materials which is consistent with what was already approved by the <br />city. He questioned were the Alzheimer patients would be located as they have a tendency to <br />wander and suggested increasing the patio size to accommodate more maneuverability for the <br />patients. He is in favor of landbank parking to allow greenspace and matching the existing light <br />fixtures. Photometric plans do not account for fencing so he believes that the applicants can <br />provide zero readings at the property lines. <br />3
