Mr. Malone requested a copy of the City Forester's letter which is referenced on the applicant's <br />plans. The landscaping plans are consistent with the existing landscaping. Mr. Bohlmann said that <br />he was in favor of using the same light fixtures on the new building. Ms. Meredith questioned the <br />landscaping in the courtyard and questioned why the plans showed such a small craft room. <br />Mr. Ziska advised that they would like to increase the patio area by including a section of the <br />landbank parking if allowed. They would also like to provide a small gardening area in the fenced <br />in area for the patients. The center area between the two buildings would remain in a natural state <br />to buffer lights from the building. The 20-foot wide corridors of the building would have craft <br />stations setup for activities. The Alzheimer wing which is on the first floor is locked down at all <br />times and the main nursing station is located in the center of buildings. <br />Mr. Geiger is concerned with the water runoff as he is experiencing flooding in his basement. <br />Although he is on the furthest side of the creek and a distance away from the developing area he is <br />concerned. <br />Mr. Mingus who is located to the east side of Wellington's site voiced that his rear yard now <br />floods. The applicant provided his neighbor to the north a drain to decrease the added runoff and <br />he would lilce a drain provided as well. The applicants cleared trees for the first building some of <br />which were near his property and the forester requested trees be planted to replace those that were <br />removed and since then they have all died leaving empty mounds. Mr. Bohlmann suggested the <br />applicants place a drain in Mr. Mingus back yard that would match what the applicants did for the <br />property abutting their entrance drive. <br />Mr. Keane voiced that the noise levels from I-480 and Brookpark Road had increased in the area <br />considerably since the development and questioned the amount of trees to be removed as he is <br />concerned that the new building would allow the noise levels to increase further. It was discussed <br />that trees would be preserved and the building itself would provide extra sound buffering. <br />Mr. Raig advised that the applicant's detention system is large enough to handle the addition and <br />meets city codes. Mr. Nickel indicated that even with the smaller outlet pipe being added to the <br />system the system exceeds code requirements. There is also a swale along the southern building <br />line. The topography of the area runs south to north onto Wellingtons land were the water will <br />enter the depression/swell around the building and be piped to the detention system. As the site <br />will be lower than the residents to the south the additional development will actually help the south <br />neighbors. Mr. Bohlmann suggested putting a storm drain in the proposed swell of the new <br />building to ensure the water would drain in a timely manner. Ms. Wenger advised that any <br />engineering designs would have to be approved by the Engineering Department and meet EPA <br />requirements. <br />J. Lasko moved to recommend that the Board of Zoning Appeals grant the applicant's <br />request for a variance for not having full cut off fixtures due to matching the existing <br />residential light fixtures used on the first building. This will continue the residential <br />appearance of the building/facility. The commission's favorable recommendation is <br />contingent upon the applicant requiring no other variances pertaining to lighting and having <br />zero foot candles readings at all property lines. M. Yager seconded the motion which was <br />unanimously approved. <br />J. Lasko moved to recommend that the Board of Zoning Appeals grant the applicants <br />request for a 4 foot 9 inch variance for side yard setback. The existing foliage along the <br />southern property line is to remain as well as the 6-foot board on board cedar fence to ensure <br />adequate buffering for the abutting neighbors. M. Yager seconded the motion which was <br />unanimously approved. <br />4
