J. Lasko moved to approve the proposal for Wellington Place of 4800 Clague Road consisting <br />of an addition on the existing facility contingent upon the Board of Zoning Appeals granting <br />the applicants variances and the following recommendations being met: <br />1. Accurately updated full scale drawings are to be submitted. <br />2. Subject to approval of the Engineering Department and EPA requirements, applicants <br />will look at the possibility of placing additional drains within the swales along the new <br />building and within the existing swale south of the parking lot to the east side. <br />3. All landscaping which was approved in the original approval and.additional landscaping <br />added in accordance to the City Forester's letter is to be planted or replaced if died. <br />4. The courtyard for the proposed Alzheimer patients is to be increased in size to enhance <br />the quality of life for the patients. <br />5. The landbanked parking plan received at the meeting is approved therefore no parking <br />variances are required. <br />6. A lot consolidation plat is to be submitted for approval. <br />R. Bohlmann seconded the motion which was unanimously approved. <br />3. Olmsted Plaza; 4570-4724 Great Northern Blvd: (WRD # 4) <br />Proposal consists of plaza streetscape improvements and sign package. <br />Ms. Wenger reviewed that the City had been working with the owner for nearly a year for <br />renovations/updating Olmsted Plaza. The plaza encompasses the majority of the west side of <br />Great Northern Boulevard from Lorain to Brookpark Road. Value City Furniture received <br />approval conditioned upon plans being submitted addressing landscaping and signage <br />improvements for the entire plaza. The existing sloped parking along Lorain Road frontage is a <br />challenge therefore applicants propose to install stamped concrete within the north side of the <br />plaza's right-of-way. Two existing access drives will be removed along Great Northern Blvd. <br />The eastern row of parking spaces along Great Northern Boulevard will be removed for proposed <br />landscaping, which consists of low mounds and landscape groupings of trees, shrubs and <br />perennials. The landscaping would extend along Brookpark Road as well. <br />Based upon required parking for the square footage of commercial space, 896 spaces are required. <br />Plans show 883 spaces constructed and 98 spaces landbanked which is 13 spaces short of what is <br />required. A significant part of the proposal is a new sign package for the plaza which removes <br />much of the existing signage including non-conforming pole signs, directional signs and <br />consolidates signage on three proposed ground signs, however sign variances are required. <br />Mr. Conway advised that the proposed landscape area along Great Northern Boulevard and <br />proposed landbanked parking area would not require a variance if the commission granted <br />approval. However the owner could not convert the axea back into parking spaces without seeking <br />a variance. <br />Mr: Raig advised that detailed improvement plans needed to be submitted to the Engineering <br />Department showing drives and drop curb to be removed. The new plans will be required to show <br />new pavement and parking lot curb details. There are damaged sidewalks along Great Northern <br />Boulevard which needs to be replaced with 4-inch reinforced concrete. <br />Mr. Schill the architect and owners representative was present to address the commission. Mr. <br />Schill reviewed that in working with Ms. Wenger'and the new arrival of HH Gregg and Value City <br />- Furniture the owner has agreed to update the overall appeaxance of the plaza. Many of the <br />' existing pole signs will be removed and those that will remain will be removed once all the tenants <br />lease options are expired which will be in 2017.
