method provided for irrigating the site. Mr. Cotner suggested stipulating a mobile watering system <br />be used to maintain the landscaping throughout the site in the variance recommendation. <br />Mr. Harrison from the sign company advised that the ground signs would have a logo (Olmsted <br />Plaza) atop each sign which creates the need for a size variance for 2 ground signs larger than code <br />allows. It is also due to the number of tenants who need to be listed on the ground signs. The <br />variance for 3 additional ground signs is due mainly to the 4 existing ground signs which are not <br />being removed at this time. The variance for 2 signs within 200 feet of each other is also due to <br />existing ground signs which are not being removed. He indicated that all together the owner is <br />decreasing the total square footage of single sided signage on the lot by 275 square feet. They have <br />tried their best to comply with city codes and still provide adequate visibility for their tenants. The <br />owner will continue to worlc with his tenants in an effort to remove the remaining 4 existing signs. <br />The master sign paclcage being submitted will be applied to all future tenants to guide them away <br />fi•om box signs and will require individual illuminated channel letters. The tenants along Lorain <br />Road will be required to have raceway signs if slopped roofs remain or be provided allowances for <br />fi•onts that are altered. <br />Mr. O'Malley advised that if it was the intent of the commission to grant approval of the project in <br />conjunction to making recommendations to the BZA he recommended that on page S-1 of the <br />plans, the following alterations are made: Under paragraph 5) remove both references to the Board <br />of Zoning Appeals, to read, "Tenants shall be permitted one square foot of wall signage per lineal <br />foot of unit or building frontage up to a maximum of 100 square feet. No sign shall exceed 4 feet <br />in height." Add a paragraph 9) stating that any amendments to the master sign plan would have to <br />be approved first by the landlord who would then be required to seek the Planning & Design <br />Cominission approval. City codes require owners to seek the Planning & Design Commission's <br />approval to alter or amend their master sign plan prior to any tenant being allowed to seek <br />variances from the Board of Zoning Appeals. Mr. Bohlmann recommended the commission's <br />motion include wording to remove the exiting CEI poles. <br />J. Lasko moved to recommend that the Board of Zoning Appeals grant Olmsted Plaza of <br />4570-4724 Great Northern Blvd the following sign variances: 1). A variance for 3 additional <br />ground signs. 2). A variance for 2 signs within 200 feet of adjoining signs. 3) A 7 sq ft <br />variance for 2 ground signs larger than code allows. Approval is conditioned upon the <br />immediate removal of 11 existing signs currently on the property, 5 being pole signs and 6 <br />being ingress/egress directional signs. Furthermore the remaining 5 existing ground and/or <br />pole signs (Ohio Savings, Borders, Petland, David's Bridal, National City, and Firestone <br />signs will be removed through attrition upon the expiration of their current leases oa- <br />extensions/options expire. The recommendation is based upon the fact that the owner is <br />working in conjunction with the city to enhance the aesthetic appearance for the entire city <br />bloclc by addressing existing non-conforming signage, creating a sign package for the plaza <br />and addressing other requested site improvements. R. Bohlmann seconded the Ynotion which <br />was unanimously approved. <br />J. Laslco moved to recommend that the Board of Zoning Appeals grant Olmsted Plaza of <br />4570-4724 Great Northern Blvd their request for a variance for not provading an <br />underground irrigation system. The applicant has chosen to expend significant funds to <br />create a comprehensive landscape plan which will enhance the entire city block. The <br />applicant has a viable alternative to the underground irrigation, wlaich is a fulltime on site <br />maintenance person with a watering truck to maintain the landscaping. The existing codes <br />and ordinances within the city of North Olmsted have adequate means to remedy any <br />problem which may occur in terms of day to day maintenance of the proposed landscaping <br />7
