r <br />CITY OF NORTH OLMSTED <br />PLANNING & DESIGN COMMISSION MEETING <br />COUNCIL CHAMBERS <br />WEDNESDAY, MARCH 08, 2006 <br />MINUTES <br />1. CAUCUS: <br />7:00 pm. <br />H. ROLL CALL: <br />Chairman Lasko called the meeting to order at 7:40 pm. <br />PRESENT: Commissioners: J. Laslco, M. Yager, R. Bohlmann, M. Meredith, M. Mahoney, J. <br />Cotner and G. Malone. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Planning Director K. Wenger, <br />Building Commissioner D. Conway, Engineering Consultant M. Raig, and Clerk of <br />Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning & Design Commission minutes dated February <br />13, 2006 as written. M. Yager seconded the motion, which was unanimously approved. <br />Mr. Yager said he felt some of his comments were missing from the February 22°a meeting <br />minutes and asked that they be included. Ms. Wenger pointed out that the Schmidt motion <br />should read height limit of 13.5 feet not 13.6 feet. <br />J. Lasko moved to table the Planning & Design Commission minutes of February 22, 2006 <br />until the requested modifications were made. M. Yager seconded the motion, which was <br />unanimously approved. <br />IV. OLD BUSINESS: <br />• Exit 2 Storne - Dale Schmidt; 31399 Industrial Parkway: (WRD #3) <br />Proposal consists of the addition of an outside storage area. Note: Planning & Design <br />Commission tabled the proposal on 2-22-06. <br />Ms. Wenger reported that the applicant returned with the following changes: <br />• Pavement specifications for the storage area are shown <br />• Angle of parking spaces was changed <br />• Parlcing spaces do not extend past the end of the existing buildings <br />The applicant did not address the commissions following requests: <br />• Plans show asphalt curbs rather than concrete barrier curbs along the fence line <br />• No notes indicating height restrictions, weight restrictions or other requirements <br />• No landscaping was added along the I-480 boundary; only one additional tree to the north of <br />the outdoor storage area is shown but does not indicate the size of the tree. <br />Mr. Raig reported that North Olmsted Codified Ordinance 1161.11(a) requires parking areas of <br />ten or more automobiles/vehicles provide continuous cast-in-place concrete curbing at the <br />perimeter of the parking areas to define the parking area. The revised plan shows asphalt curb <br />but no curb detail. <br />Asphalt parking lot pavement buildup of 3 inches of asphalt on 8 inches of aggregate base as <br />shown meets the requirements of O D O T Location and Design Manual for commercial drives. <br />1
