Malone seconded the motion. Roll call on the motion: J. Lasko, R. Bohlmann, M. <br />Meredith, M. Mahoney, G. Malone, J. Cotner - yes, M. Yager - no. Motion Passed <br />J. Lasko moved to table Chick-Fil-A of 4777 Great Northern Blvd with the following <br />recommendations: <br />1. Applicants are to provide photos of existing sites and samples of all building materials <br />2. Look at vinyl fencing such as that use on neighboring site. Fence is to start in the <br />furthest north east corner and continue to the south east corner of the Conrad building. <br />3. Extend parking striping and use pavement striping in lieu of stop signs. <br />4. Landscaping along Brookpark in front of Conrad's is to include tree groupings as <br />discussed. <br />5. Light poles are not to exceed 20-feet including the base. <br />6. New plans showing requested changes need to be submitted. <br />G. Malone seconded the motion which was unanimously approved. Motion Passed <br />VI. COMMUNICATIONS: <br />Ordinance No. 2006-058: <br />An ordinance amending section 1118.03 of the zoning code (Business and Industrial District <br />Standards) in order to impose residential conditions and standards for business and industrial <br />conditional uses that are located upon property that is contiguous to property zoned for <br />residential use. <br />Ms. Wenger believes that the ordinance is a good idea however there are some short comings to <br />the ordinance. She believes that the intent of the ordinance would be better served as the zoning <br />codes are updated and implemented. Mr. Conway suggested that 98% of the lots within the city <br />abut residential property. Lots along Lorain Road have split zoning and may have 900-feet <br />depths with 500-feet being commercial and they will be penalized due to the remaining 400-feet <br />of their land being zoned residential which does not make sense. <br />Mrs. Meredith agreed with Ms. Wenger and did not believe the ordinance adequately address all <br />the districts. Mr. Lasko believed that the Planning & Design Commission already had the <br />authority to enforce conditions or place restrictions on a proposal based on adverse impacts the <br />proposal may have on abutting landowners. Instead of a piecemeal solution the ordinance should <br />be created through comprehensive analyses of the zoning code. Mr. Burns voiced that he was in <br />agreement with all the comments made and felt that the topic could possibly be addressed under <br />a different section of the code. Mr. Yager likes that Councilman Gareau is proactive in trying to <br />address issues and update city zoning codes, but believes that Citiy's administrative staff should <br />be involved prior to the ordinance being requested or submitted. <br />J. Lasko moved that Planning & Design Commission recommend Council adopt Ordinance <br />2006-058, section 1118.03 of the zoning code (Business and Industrial District Standards) in <br />order to impose residential conditions and standards for business and industrial <br />conditional uses that are located upon property that is contiguous to property zoned for <br />residential use. R. Bohlmann seconded the motion which was unanimously denied <br />2006 Planning & Zoning Commissioners Training Workshop: <br />Ms. Wenger reviewed that a one day Planning & Zoning workshop will be held in Akron, on <br />Friday, Apri17, 2006 and she would like to invite each of the Commissioners to attend. The City <br />has budgeted for the workshop so there are no fees and lunch is included. <br />Mr. Lasko congratulated Ms. Wenger for getting the City of North Olmsted awarded a federal <br />grant for the improvement of the North Olmsted park facilities including handicapped <br />11
