the issue would require representatives from all tenants atop the roof and could require changes <br />to their equipment in order to accommodate screening their equipment. She recommended the <br />commission only address the applicant's request at this time. Ms. Schmidt advised that the <br />condition of the rooftop is preexisting and meets all city requirements as the city codes do not <br />require screening around antennas, although it is more esthetically pleasing. <br />The commission as a whole reviewed each of the six requirements of the conditional use permit <br />as regulated in section 1118.03 business and industrial district standards. The commission felt <br />that Sprint Wireless did in fact meet all six findings of the conditional use permit requirements. <br />Mr. Laslco advised there would be no conditions placed upon the recommendation for approval. <br />J. Welcogne House; 29776 Lorain Road: (WRD # 3) <br />Proposal consists of a new group home facility and site improvements. <br />Note: Variances and a Conditional Use Permit are required. <br />Ms. Wenger reported that the proposal consisted of a new group home facility and site <br />improvements. Two adjacent parcels with individual homes currently makes up Welcome House <br />and a third home was purchased. The third home will be demolished and a new home <br />constructed to the rear (north) of the existing homes. The proposal requires a conditional use <br />permit for the new building. As the use is residential and the parcel is located within the <br />business district and must follow business and industrial standards. <br />In order to meet State requirements of not having two facilities adjoining each other, a unique lot <br />split plat has been crated. The applicant proposes creating a narrow L-shaped parcel of 10 feet in <br />width that would separate the two existing homes from the rear building. In the future if the site <br />is sold for a different use, the 10-foot strip would be required to consolidate back into the parent <br />L-shaped parcel. However the four separate parcels will be used together as a campus and share <br />sidewallcs, parlcing, lighting, greenspace and driveways. The residents will be able to spend time <br />outside on a patio area or in the fenced in yard, which is fenced for safety and security of the <br />residents. <br />The proposal eliminates one of the three existing driveways and applicants have requested two <br />driveways to provide a loop drive and maneuver vans close to the homes proximity to pick up <br />and drop off the residents. Parking is proposed mainly along the west entrance drive but <br />includes some parking in close proximity to the existing east home. The applicants show <br />landbanlc parking in several areas to malce up for the required site parking. <br />The Building Department provided a write up sheet identifying 13 variances required. Seven of <br />the variances relate to lighting as the applicants would lilce to continue a residential appearance. <br />Three variances are necessary for the configuration of the odd lot split. The final3 variances are <br />for insufficient parlcing spaces. However the commission can approve the applicants request for <br />landbanlc parlcing, minimal landscaping, not installing an irrigation system and not using <br />concrete curbing at the site. <br />Mr. Raig reported that the storm water management calculations had been submitted and were <br />approved. There is no natural outlet for the storm water detention basin and a variance is <br />required from City Council to discharge the storm water overland. Ohio EPA's requirements <br />4
