regarding storm water quality need to be addressed since the disturbed area is between one and <br />five acres. A curb is required around the perimeter of the parking area and drive. The City of <br />North Olmsted Codified Ordinance 911.07(i) requires a grinder pump since the basement <br />elevation is less than 5-feet above the top of the sanitary sewer main. <br />Mr. O'Malley reported that the facility is considered a group home and is protected by Fair <br />Housing laws. The existing facility has been a long standing business in the city and he <br />encouraged the commission to worlc with the applicants. <br />Mr. Billington, the applicant's attorney, Mr. Stenzel, the architect, and Mr. Thomas, the <br />Executive Director of Welcome House were present to review the proposal. Mr. Billington <br />indicated that the new home would house 10 individuals and the existing homes have 6 <br />individuals in one asld 8 living in the other. They would like to create a campus type facility <br />which has a single family feeling and setting. The individuals living within the homes are <br />mentally retarded and or physically handicapped. <br />The new home will be a single-story home, the front of the home will include a reddish, briclc <br />wainscotting and vinyl siding. The roof shingles will be dimensional, windows will be a dark <br />gray, and the trim will be a lighter color. The reason they would prefer not using concrete <br />curbing is to allow better maneuverability around the homes for the mobility impaired tenants. <br />Proposed site lighting is residential to continue the residential use. However there will be <br />commercial lights used along the west drive to provide visibility along the entrance. There will <br />be zero foot-candle readings at the lot lines and they have landbanked 10 of the required 22 <br />parlcing spaces. As the tenant's disabilities prevent them from driving they only require a <br />maximum of 12 parlcing spaces at the site for employees. <br />Addressing storm water, there is no stream, ditch, or storm sewers in the area for the facility to <br />tie into, therefore they will request a variance from Council to be allowed to let the proposed <br />detention basins outflow which is predevelopment, dispersing over land method continue. Mr. <br />O'Malley advised that the commission was not required nor prohibited from making <br />recommendations to Council concerning stormwater systems meeting city codes. Ms. Wenger <br />advised that new legislation which passed toolc stormwater review and approval out from the <br />jurisdiction of Planning & Design therefore it is up to the Engineering Department to determine <br />the appropriateness of all systems and only if a variance is required would Council address the <br />issue. <br />The irrigation system for the new home would require irrigating not only the beds but the entire <br />rear lawn as well. There is no irrigation system at the existing homes therefore they would like <br />to seelc an irrigation variance. <br />Mr. Laslco commended the applicant for presenting such detailed plans to the commission. Mr. <br />Yager said the aesthetics of the new home are very nice and stronger than the existing homes. <br />The materials will be very warm and inviting and he hopes that eventually some of the materials <br />will worlc their way onto the existing homes. He questioned the use of a 6-foot board on board <br />fence and aslced if the dumpster area could be relocated as it is directly in line with the entrance <br />drive and is one of the first things seen. He suggested using residential garbage cans in lieu of a <br />dumpster enclosure. He liked the residential feel of the site even though it is located on a <br />commercially zoned lot. The light poles along the west side entrance drive should be lowered to <br />more of a residential type light to match the rear lights. <br />Mr. Malone felt that overall the landscape plan had a nice use of variety, texture and colors. If <br />the dumpster enclosure could not be relocated he would like to see landscaping used to buffer the <br />enclosure more. The front landscape bed should be widened to more of a kidney shape with a <br />5
