deciduous flowering tree, couple of evergreens and flowering shrubs mounded 12 inches or <br />more. The addition of a kidney shape mound along the corner of the east parking area would <br />unify the front and buffer some of the parking spaces. Mr. Lasko believed that more and more <br />residential sites were using irrigation systems and questioned why the applicants chose to seelc a <br />variance. Mr. Malone believed that it would not be beneficial to irrigate any lawn area but felt <br />that any new islands or existing islands that were being modified should have an irrigation <br />system or drip-system. <br />Mr. Billington suggested that the lights along the entry drive were 14-foot utilitarian and the <br />lights along the baclc near the home were 8-foot residential lampposts. The site currently has <br />board on board fencing which will be replaced with shadowbox style board on board fencing for <br />consistency throughout the site. The 6-foot height is needed for containment purposes but they <br />would loolc at pricing vinyl fencing. The addition of the mounds along the front will be added as <br />suggested. Mr. Thomas advised that BFI requested the dumpster enclosure as the site is a <br />business. Therefore they are trying to accommodate BFI but will look at possibly moving the <br />dumpster or adding more buffering. He questioned if they would be required to irrigate all three <br />front and baclc yards or just the new lot. Mr. Billington advised that they would be willing to <br />irrigate the landscape beds. Mr. Conway advised that the code allows the Planning & Design <br />Commission to determine whether or not applicant's irrigation plans are sufficient enough to <br />ineet the intent of the code. <br />Mr. Bohlmann questioned if the outflow of the detention system would runoff onto neighboring <br />properties. Mr. Billington advised that it would continue flowing to the Metroparks as it <br />currently does now. Mr. Bohlmann aslced why the required concrete curbs would not be used. <br />Mr. Billington believed that the maneuverability requirements for the buses/vans and special <br />needs of the tenant's curbs would require the addition of cumbersome ramps at each of the sites. <br />Mr. Yager felt that despite the commercial zoning the use is residential and residential uses are <br />not required to have concrete curbing. Mr. Bohlmann and Mr. Cotner both voiced a preference <br />of vinyl fencing over board on board for maintenance and longevity. Mrs. Meredith questioned <br />the sizes of the rooms and asked if there were minimum room size requirements. Mr. O'Malley <br />advised that state codes govern dwelling/occupancy standards. Mr. Billington assured the <br />commission that the rooms would be larger than the state requires as their disabled tenants have <br />special needs. <br />Mr. O'Malley advised that although the lot-split and consolidation plat is not listed on the agenda <br />it is an issue that will require variances. He suggested that the commission make a <br />recommendation on the lot sizes, the same time they make their recommendations on the other <br />variances. He has discussed deed restrictions with Mr. Billington regarding the sub-standard lot <br />to malce sure that it would never stand alone. He recommend that approval of variances <br />pertaining to the sub-standard lot size be approved conditioned upon the deed restrictions <br />satisfying the Law Departments requirements. <br />Ms. Diederich a neighbor to the east was glad to hear that the fence was being replaced as it is in <br />poor condition. She is concerned about the number of parking spaces being adequate as the staff <br />currently parlcs in her parlcing lot. She invited the applicants to remove the existing 2 oak trees. <br />Mr. Thomas indicated that the parking would be improved and their goal is to preserve as many <br />of the existing trees as possible. Mr. Burns with the Chamber of Commerce believed that the <br />current site would be subject to new EPA requirements for stormwater regulation. <br />Mr. Laslco sated that due to the fact that the applicant agreed to irrigate all new <br />mounds/landscape beds as well as any existing mounds/landscape beds which are altered the <br />6
