The commission approves the 10 car landbanking, 6 of whieh are along the southern <br />edge of the property and 4 additional landbanked spaces along the rear circular area. <br />Therefore no variances are required pertaining to parking spaces. <br />4. The parking along the east property line ns acceptable as shown on current drawings <br />such that no variances are required in relation to distance of property lines and relation <br />to number of parking spaces required. <br />5. 'I'he applicants are to look at possibly using vinyl fence instead of board on board. <br />G. Malone seconded the motion, which was unanimously approved. <br />3. Chiclc-Fil-A; 4777 Great Northern Blvd.: (WRD # 4) <br />Proposal consists of a new free standing restaurant and site improvements. <br />Ms. Wenger reported that the proposal consisted of a new free standing restaurant and site <br />improvements. The proposed restaurant is located on the same parcel as Conrad's therefore the <br />entire parcel is subject to review. The building is approximately 4,200 square feet in size and <br />will be constructed of two colors of brick. A drive through is proposed as well as an outdoor <br />seating area. Numerous landscaping beds are proposed around the Chick-Fil-A portion of the <br />site as well as some additional landscaping on the Conrad's portion. A side walk will connect <br />the North Olmsted Towne Center development to Great Northern Boulevard. <br />The cunent configuration of the building and parking would result in two variances for front <br />building setbaclc and front parlcing setback. However, only the front window area of the building <br />projects into the setbaclc. The rear setbacks, parlcing and drive aisles would make it difficult to <br />move the building fiirther back. Although decreasing the wide drive aisle in the front would <br />allow the applicant to meet the front parking setback requirement and provide the required green <br />space. A narrower front drive aisle would also discourage drivers from heading the wrong way <br />down the one way drive. <br />Two curb cuts currently exist, one of which will have full access in and out of the site. It is <br />proposed that the curb closest to Brookparlc Road become a right-in, right-out only curb cut. <br />There is currently access through the north property to a light on Great Northern Boulevard. <br />Although there have been discussions of a possible future connection to the North Olmsted <br />Towne Center development, she believes that piece of the proposal should be considered once <br />the development is fully constructed and permanent easements worked out between the property <br />owners on Great Northern Blvd to ensure permanent access to the traffic signal. <br />By code, 77 parlcing spaces are required. The plan provides for 60 constructed spaces and 4 <br />landbanlced spaces. Therefore a variance for 13 spaces is required. Ten of the 77 required <br />spaces are due to the seasonal outdoor seating area. It is her opinion that the proposed parking <br />would more than adequately provide for the parking needs of the proposed use. <br />Currently, the lighting proposal does not conform to zoning requirements in regards to fixtures or <br />photometric readings. The Building Department can malce recommendations that would <br />eliminate or reduce those variances. Similarly, the current signage proposal would require <br />variances due to the number of ground signs proposed. She believes that all but two signs (main <br />ground sign and menu board) can and should be eliminated. <br />Mr. Raig reported that storm water calculations were required. Due to the number of accidents <br />the Ohio Department of Transportation conducted a safety study of Great Northern Boulevard <br />and recominend eliminating some of the curb cuts onto Great Northern Blvd. The centerline of <br />8
