The proposed burning bushes along the west and east property lines should include 2 or 3 <br />additional bushes and planted 3-feet apart instead of the proposed 5-foot distance. He <br />recommended groupings be placed along the east side of the building as well as around the north <br />side of the blue spruce and along the south east corner. The island around the ground sign <br />should have a mixture of perennials. <br />Mr. Bohlmann said he is concerned about emergency exits for the site and encouraged the <br />applicant to seek the easement from his neighbor. Mr. Casey assured the commission that they <br />would continue to seek the easement to the neighbor's driveway. Mrs. Meredith requested that <br />the proposed vinyl fence run the entire length of the rear property line to ensure headlights would <br />be blocked. <br />Mr. King, attorney for apartment owners, questioned who would be responsible to maintain the <br />landscaping on the site and if the car wash would be open 24 hours a day. He said that the <br />applicants assured him that any lights on the site would meet city requirements and if his clients <br />had problems with lights glaring, he would adjust the shields. His clients would prefer no <br />vacuums or vending machines be allowed ever on the site. He suggested that his clients were <br />open to the applicants seeking an easement but advised there were still issues to work out. <br />Mr. Pawlowski with the managing company for Hyde Park condominiums stated that his clients <br />own the driveway and at a board of directors meeting the idea of an easement was discussed and <br />the directors voted unanimously to not accept or approve an easement for access onto their <br />driveway. Although there has been no official/formal request for an easement onto their <br />driveway it has just been e-mails. His clients would lilce to make sure that the Laser Wash has a <br />right turn only onto Lorain Road when leaving the site to cut down on traffic problems. <br />Mr. Plichta from Hyde Park reviewed that he visited a few neighbors of existing car washes and <br />they voiced that noises, lights, and emissions/odors were all issues of concern. Ms. Wenger <br />advised that there were city regulations regarding noise and light levels which the applicants <br />would have to follow. Ms. Vanden Brandon and Ms. Hollis both voiced that traffic was <br />currently an issue for the owners and both felt the laser wash would compound the issue. Mr. <br />O'Malley advised that off site or neighboring sites traffic related issues could not preclude the <br />applicants from using their property as it is zoned. The commission reviews the ingress and <br />egress and internal circulation but can not deny an applicant based on off site or neighboring <br />traffic issues. However the commission can request that doors are installed on bays to eliminate <br />possible noise issues. <br />Mr. Lasko advised that the safety department would be responsible for making sure laws <br />pertaining to light levels, hours of operations, and noise levels were enforced. Although it was <br />outside the scope of the commission to request an easement with the neighbors, the commission <br />encouraged the applicant to pursue the issue. He advised that the commission would note that <br />vacuums and vending machines are never to be allowed on the site. Regarding doors added to <br />the drive-bays most of the commission believed that doors should only be added later if needed. <br />J. Lasko moved to approve the proposal for North Olmsted Laser Wash of 25054 Lorain <br />Road, which consists of constructing a new 2-bay automatic laser car wash with the <br />following recommendations: <br />1) The vinyl fenee is to extend the entire length of the rear/north property line and to be <br />placed atop a low mound to buffer the adjacent propepties. <br />2) The landscape plan is to be modified to include the additional burning bushes in each of <br />the landscape clusters as well as two additional landscape groupings along the west <br />property line.
