wl CITY OF NORTH OLMSTED <br />PLANNING & DESIGN COMMISSION MEETING <br />COUNCIL CHAMBERS <br />TUESDAY, JANUARY 24, 2006 <br />MINUTES <br />1. CAUCUS: <br />Rules & Procedures Review - 6:45 pm. <br />II. ROLL CALL: <br />Chairman Lasko called the meeting to order at 7:40 pm. <br />PRESENT: J. Lasko, R. Bohlmann, J. Cotner, G. Malone, M. Meredith and M. Yager. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, Building <br />Commissioner D. Conway and Clerk of Commissions D. Rote. <br />ABSENT: M. Mahoney <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning 8a Design Commission minutes of January 10, <br />2006 as written. M. Yager seconded the motion, which was unanimously approved. <br />IV. OLD BUSINESS: <br />Emerald Village (Catholic Charities); 30344 Lorain Road: (WRD 3) <br />Proposal consists of construction of a new senior housing development. Note: Planning <br />Commission tabled the proposal 8/23/05, 09/13/05, 11/22/05 & 12/13/05. The Architectural <br />Review Board addressed the proposal on 09/21/05 & 10/19/05. Board of Zoning Appeals tablPd <br />variances 12/1/05 and granted variances 1/12/06. <br />Planning Director Wenger advised that Emerald Village was before the commission for final <br />approval, having amended plans based upon three previous Planning Commission meetings, tvvo <br />Board of Zoning Appeals meetings, and two Architectural Review Board meetings. The BZA <br />granted a number of variances: front building setback, east side building setback, parking space;s, <br />and dwelling units smaller than code permits. The applicant also revised lighting and <br />photometric plans so that no lighting variances are required. <br />Throughout the process, applicants made many changes to their development plans, including <br />revisions to building elevations, landscaping plans, lighting plans, stormwater systems, and site <br />amenities. Issues which remained included lighting plans conforming to code, potential noise <br />related to an emergency generator, adequacy of the stormwater detention system, and square <br />footage of assisted living units. <br />Assistant City Engineer Becker advised that the Engineering Department still needed detailed <br />improvement plans and storm water management calculations. She received storm water <br />calculations but they need to be defined. Mr. Lasko questioned if there were any issues which <br />would hold up the proposal. Ms. Becker advised that there were no engineering issues that <br />would hold the proposal from moving forward. <br />Mr. O'Malley reviewed that BZD a sub-committee of Council was working on the wording of <br />the pending legislation for amendments to the Senior Residence District. It was being held in <br />committee due to legal issues relating to State statues dealing with individual dwelling unit sizes <br />as well as minimum lot sizes required. He assured the commission that the BZD was not holding <br />1
