' 1. A variance for erecYing a billboard sign (code does not permit, applicant shows 1 sign), section <br />(1163.29). <br />2. A varaance for a temporary sign to remain displayed during construction, (code permits 30 days, <br />applicant shows until completion of development), section (1163.33 (g)). <br />Which is irn violation oif Ord. 90-125 sections; (1163.29) and (1163.33 (g)). <br />Ms. Scebbi with New Century Builders came forward to be sworn in and address the request. Ms. <br />Scebbi advised that they would like to have visibility for the nevv development along Lorain Road as <br />it is behind the L,orain Road Business and has no visibiliiy. Ms. Sergi asked for clarification as to <br />were the sign would be placed. Ms. Scebbi reviewed that the rear land of the Business fronting <br />along Lorain Road is part of the new deveiopment. The lots rear area will house the detention <br />system for the new homes. The Lorain Road Business Owner owns alI the land inciuding that which <br />is hecing developed. They would like to have the teffiporary sign in front of the comffiercial site until <br />all 121ots are sold. She believed that the sign would be needed for 12 montlis or more. Mr. Burke <br />voiced that he is concerned that a specific time frame is not set. He questioned the size and style of <br />the proposed sign. Mrs. Diver questioned the size and style of homes being constructed. Ms. Scebbi <br />reviewed that the s9.yle of the honnes wall be a French country style and range froffi 2200 to 3000 <br />square feet. IVgr. Conway advised that the city does not allow billboard signs arid he is not sure <br />what benefit the sign would do for the applicant as the site is not accessible from Lorain Road. He <br />was not in fawor of the sign being aliowed but if aliowed the board should place a specific tame limit <br />and if the applicant requires more tiffie let them petation the board again. Ms. Scebbi suggested that <br />a year timefra.me would be reasonable. 'T'he sign size is 4 foot high by 5 foot and there are multiple <br />colors on the sign. Mr. Burke said that the board wanted ta see the deveiopment succeed however he <br />did not want to see the approval open-ended as for what ever reasons good intentions have a <br />tendency of tuming into ba.d deeds. T'he city could end up with a teffiporary sign lasting years if it is <br />not lirruted. Nirs. Serga asked if the location of the sign rynet city cocle requapements. Mr. Conway <br />advised that the temporary sign wouid have to meet sign Iocatian requirements. Ms. Scebbi <br />reviewed that the temporary sign would be piaced 16' in from front property line, 25' frorn east side <br />yard and 200' (+ -) from the west side yard iine. Mr. I)azbellco voiced he was concemed that the sign <br />was being referred to as a billboard sign as tlqey are pernnanent signs. He would prefer the proposed <br />sign be addressed as a temporary sign. The varianee requesting a billboard which is a permanent <br />strueture should be withdrawn as the applicant has stated that it would be a temporary sign. He <br />further advised that a specific time limit be included in the boards' motion. Ms. Scebbi advised that <br />she would bs happy to withdra.w the request for a biliboard sign. <br />J. The proposal consists of new signs <br />The following variaaices are requested: <br />l. A 49.5 square foot variance for excessive square footage of signage on a building, (code permits <br />112 sq ft, applicant shows 161.5 sq ft), section (1136,24 (B)). <br />2. A 2 foot variance for a sign higher than allowed by code, (code permits 4', applicant shows <br />seetion (1163.27 (c)). <br />Which is in violation of Ord. 90-125 sections; (1136.24 (B)), (1163.27 (c)). <br />5
