- ' CITY OF NORTH OLMSTED <br />r + PLANNING & DESIGN COMMISSION MEETING <br />COUNCIL CHAMBERS <br />WEDNESDAY, AUGUST 08, 2007 <br />MINUTES <br />1. CAUCUS: <br />II. ROLL CALL: <br />The meeting was called to order at 7:35 pm. <br />PRESENT: J. Lasko Jr., R. Bohlmann, D. Rerko, M. Mahoney, J. Cotner, G. Malone <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, City <br />Engineer D. Collins, Building Commissioner D. Conway and Clerk of Commissions D. Rote <br />ABSENT: M. Meredith <br />Mr. Lasko expressed condolences to Mr. Bohlmann and his family for the recent death of his <br />son. A moment of silence was observed. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning & Design Commission minutes of July 25, 2007 as <br />written. M. Mahoney seconded the motion. Roll call: J. Lasko, D. Rerko, M. Mahoney, G. <br />Malone and J. Cotner - yes; R. Bohlmann abstained. Minutes approved. <br />IV. OLD BUSINESS: <br />1. Sruegger's Bagels; 27045 Lorain Road: (WRD # 4) <br />Proposal consists of minor modification to exterior. Note: PDC tabled 7/25/07 and BZA <br />addressed variances 08/02/07. <br />Ms. Wenger reported that the proposal incorporated the Commission's requests. The <br />landscaping plan increased plantings for the front and rear of property. The traffic signal loop <br />detector at the exit drive onto Whitethorn for Lorain Road is shown. The north wall sign <br />mounting details were submitted. Plans note that the building and brick pavers will be power <br />washed and repairs for the existing fencing and dumpster enclosure are noted. The applicant <br />shows two options for the fencing along the west property line, one with continuous fencing and <br />one with infill landscaping. The applicant received variances for signage and parking which is <br />contingent upon four spaces being reserved for employees. <br />Mr. O'Malley recommended the commission incorporate the BZA condition as part of their <br />approval as well as the required easement for the traffic loop detector being submitted to the law <br />department for approval. Mr. Rerko had no objections to the method chosen to mount the north <br />wall sign and suggested a sealant be used to ensure weather proofing. He questioned how the <br />conduit would be run. Mr. Boyle said the connection point would be close to the mounting <br />brackets and a sealant would be used. Mr. Malone said he preferred the fencing option 2 which <br />will infill the open areas with burning bush. . <br />J. Lasko moved to approve the proposal for Bruegger's Bagels of 27045 Lorain Road which <br />consists of minor modifications to the exterior with the following conditions: 1. The BZA <br />condi'tion to mark 4 parking spaces for employees only. 2. The parking spaces shown as 1 <br />& 2 are to be marked handicap. 3. The traffic loop detector easement is to be submitted to <br />the law department for review and approval. 4. The commission chooses option 2 shown <br />1
