John Knox Church consolidation plat; 25200 Lorain Road: (WRD # 1) <br />Tlie proposal is to consolidate Permanent Parcel Numbers 231-33-022 and 231-33-023 into one <br />parcel. The consolidated parcel will be 7.358 acres. The location is on the north side of Lorain <br />Road and across from Great Northern Blvd. Zoning is Retail Business, General from the <br />centerline of Lorain Road to 500 feet north of the centerline of Lorain Road. Zoning is B, <br />Residence, Single for the remainder of the property. The existing parcel 231-33-023 conforms <br />to the. width and area requirements of the Zoning Code (Retail Business). The existing parcel <br />231-33-022 does not conform to either of these requirements. The required width is 150 feet, <br />and the actual width is approximately 80 feet. The required area is 40,000 square feet, and the <br />actual' area is approximately 19,000 square feet. The proposed consolidated parcel will conform <br />to the width and area requirements of the Zoning Code. <br />Ms. Wenger reviewed that the Commission and City Council made their approvals for the <br />church's new parking lot and entryway subject to the church's two lots being consolidated. One <br />of the two lots is currently non-conforming, and the consolidation will create one conforming lot. <br />Mr. Zwick advised that they were consolidating the lots as requested. <br />J. Lasko moved to approve John Knox Church consolidation plat for 25200 Lorain Road to <br />eliminate the non-conforming lot by consolidating it into one conforming lot. R. Bohlmann <br />seconded the motion which was unanimously approved. <br />2. Frostville Museum; Rocky River Reservation: (WRD # 4) <br />Proposal consists of a master plan for the museum. <br />Ms. Wenger reviewed that the new restroom facility at the site was part of the Metropark master <br />plan for future development of Frostville Museum. The Olmsted Historical Society in <br />partnership with the Cleveland Metroparks is working on improvements at the site. OHS <br />salvaged the old carriage house from the Stearns home site (Fire Station #2) and the building will <br />b.e converted into restrooms. Other elements of the master plan will be completed over time. <br />Mr. Conway advised that the Metroparks is a separate government entity which does not require <br />building permits. However he is required to see that the zoning codes are met when <br />development takes place. Due to the uniqueness of the development he is not sure how to <br />address the site as it is zoned single family residence which does not allow the proposed <br />development. The city should look at creating a zoning classification for the area. <br />1VIr. Collins advised that the minor engineering issues would be addressed as the development <br />proceeds including 2-inch sanitary lines. Mr. O'Malley advised that the Metropark is partially <br />exempted being a State or other government division. Although the Museum is before the city to <br />try their best to meet our zoning codes and in deference to the Metroparks he recommends the <br />corimriiission pass upon the plan and send it forward for final approval. <br />Mr: Schumann, Vice President of the Olmsted Historical Society and Steven Knowles, <br />Metroparks Engineer, reviewed the plan.' Mr. Schumann reviewed that the OHS just recently <br />adopted the master plan but due to the OHS being a non-profit organization it is subject to <br />possible changes. At this point they are on schedule and hope to continue to complete their plan. <br />Curreritly the carriage house is atop cinderblocks waiting the sewer connection once the <br />2
