Wenger, City Engineer D. Collins and Clerk of <br />Commissions D. Rote. <br />ABSENT: R. Bohlmann <br />III. I2EVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning & Design Commission minutes of June 27, 2007 as <br />written. M. Meredith seconded the motion. Roll call: J. Lasko, D. Rerko, M. Meredith and G. <br />Malone - yes; M. Mahoney and J. Cotner abstained. Minutes adopted. <br />VI. NEW BUSINESS: <br />1. Wellin2ton Place; Lot Split & Consolidation Plat; 4800 Clague Road: (W12D# 4) <br />The proposal is to split a parcel off of permanent parcel numbers 237-21-001, 237-21-010 and <br />237-23-068 (approximately 7.08 acres) (parcel A) and to consolidate the split portion with <br />permanent parcel number 237-23-033 (approximately 5.08 acres) (parcel B). The remaining <br />parcel A will be 7.5440 acres. The consolidated parcel B will be 6.1514 acres. The location is <br />on the southwest corner of Brookpark Rd. and Clague Rd. <br />The portions of parcels A and B are zoned Residence, Multiple. The southern portions are <br />zoned A, Residence, Single. Parcel B was developed in accordance with the former zoning <br />provisions of the Senior Residence District. <br />1VIs. Wenger reported that the lot split and consolidation plat was required by the commission <br />and City Council for final approval of the Wellington Place addition. <br />Mr. O'Malley said that although parcel A of the plat fronted onto Brookpark Road, the road is <br />limited access and curb cuts would be difficult to obtain. Furthermore the plan is not clear if the <br />Mastick Road area of parcel A will be used as the access point or if the access point will be <br />from Clague Road. The Mastick Road area of parcel A does not meet code requirements for <br />being an access point. Therefore it was his recommendation to require an access easement <br />through parcel B if Clague Road will be the access point for parcel A and that the easement be <br />recorded on the plat prior to being recorded with the County. <br />Mr. Meserini, Wellington Place Administrator, and Mr. Nickel, Engineer, reviewed the plat. <br />The water retention system will be maintained on parcel B and parcel A fronts on both <br />Broolcpark and Masticlc Road. Mr. Meserini said there was no intent to use the Mastick access <br />point as access for the project. Mr. Lasko asked about the applicant's willingness to submit an <br />easement even though both parcels are owned by the same company to clarify the access point. <br />Mr. Nickel did not feel the easement was warranted. Mr. Rerko said he agreed that the access to <br />the site should be through parcel B only, and the cross easement could ensure the Mastick Road
