ROLL CALL: <br />The meeting was called to order at 7:30 pm. <br />PRESENT: J. Lasko Jr., R. Bohlmann, G. Malone, M. Mahoney, M. Meredith, D. Rerko, J. Cotner <br />ALSO PRESENT: Planning Director K. Wenger, Asst Law Director B. O'Malley, Asst Building <br />Commissioner R. Mathews, City Engineer D. Collins and Clerk of Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />J. Lasko moved to approve the Planning & Design Commission minutes of April 25, 2007 as <br />amended. M. Meredith seconded the motion which was unanimously approved. <br />IV. OLD BUSINESS: <br />Vacation and Lot Consolidation Plat for RTA: 5575 Great Northern Blvd. (WRD 4) <br />The proposal is to vacate the end of Kennedy Ridge Road (0.6022 acre) north of the existing RTA <br />Park-N-Ride and to consolidate the vacated road with Permanent Parcel Numbers 236-13-006 <br />(approximately 0.25 acre) and 236-013-007 (approximately 0.79 acre). The consolidated area will <br />be used to expand the Park-N-Ride and will be 1.5329 acres. The property is zoned B, Residence, <br />Single and is located within the Public Facilities Overlay District. The location is at the west end of <br />Kennedy Ridge Road north of the existing Park-N-Ride. Note: PDC tabled proposal 03/14/07 & <br />03/28/07. <br />Mrs. Wenger reported that the plats followed the development plan as a condition of the approval <br />and will return again before receiving final approval. <br />Mr. Collins advised that the applicant provided three letters which addressed the following: 1). A <br />letter from ODOT stating they are aware of the lot consolidation and street vacation plat that shows a <br />section of ODOT's land shown as 3 on the key not being consolidated. Furthermore the approved <br />development plan shows an encroachment onto ODOT property which they are aware of and should <br />issue a permit for prior to construction on the property. 2). A letter from the site surveyor explaining <br />the three step process for approval including lot consolidation and street vacation, establish utility <br />easements, and lot split and dedication. 3). A copy of RTA's letter of April 30, 2007 notifying the <br />county that both the city and RTA prefer the hammerhead be dedicated to the county not to the city. <br />Although Kennedy Ridge Road is a county road the county is not really in favor of the dedication as <br />they do not view Kennedy Ridge as their responsibility as North Olmsted has been maintaining the <br />road for many years. As the applicant has demonstrated a good effort to address the city's concerns, <br />he believes the plat of consolidation and street vacation can be approved. <br />Mr. O'Malley advised that the evening's proceedings would be linked to the development plans and <br />the commission should condition the approval on the remaining submittals being completed.
