y r ' <br />Mr. Kleve, with RTA and Mr. Burlij, RTA's Project Manager of Facilities, were present to address <br />the request. Mr. Kleve said they had nothing to address other than moving forward with the project <br />as they believe they have complied with requests of the Engineer. <br />Mr. Bohlmann questioned why the city wouldn't want to leave the hammerhead as a public right-of- <br />way.. Mr. O'Malley believed that the city was clear that RTA needs to request the county accept the <br />hammerhead as part of the county road. However it seems that the county does not view the street as <br />a county road. Mr. Bohlmann noted a number of roads within the city which are county roads but not <br />maintained by the county. The street and hamnlerhead should be a public right-of-way if the city <br />maintains them. He believed storm channels should be addressed before plats are approved. <br />Mr. Lasko believed that the applicants were still working on the issues brought up. Mr. O'Malley <br />advised that once the plat is recorded there is no guarantee that the remaining issues would be <br />addressed however ther.e are timelines which need to be met so he believes they will do what is <br />needed to move forward. Mr. Kleve said that the bid deadline is May 15, 2007 and the contractor <br />should be ready to start by the first or second week of June. Discussion took place regarding the <br />merits of dedication to the County or City versus easements. Mr. Bohlmann voiced a frustration <br />with past practices and dealings with RTA. <br />Councilman Orlowski asked if the haminerhead could accommodate a safety vehicle turning around. <br />Mr. Collins said the proposed haminerhead met city requirements. Mr. Orlowski questioned why <br />Kennedy Ridge road was used by commercial vehicles when removing trees from the site. He is <br />concerned that RTA will continue to use Kennedy Ridge Road as its access road and further damage <br />the street. Mr. Burlij said that they disclosed that Kennedy Ridge would be used until the <br />hainmerhead was constructed and no further damage was caused by the trucks. During regular <br />construction they will only use RTA land to access the site. <br />Mr. Gannon, a neighbor, said the residents were told Kennedy Ridge would not be used at any time, <br />but it is being used for access to and from the site. When the first park-n-ride was_constructed RTA <br />installed mounds and sound walls now they are expanding and making no attempt to properly buffer <br />the neighboring residents. RTA's plans to install small mounds and board on board fencing send a <br />message that they no longer care about the city or how the neighboring residents are affected. Due <br />to the massive clearing and minimal buffering proposed the abutting homes will be exposed to high <br />winds from the west and suffer damage quickly. He also complained about recent property <br />maintenance concerns. <br />Mr. Kleve said that the sound barrier wall would be extended further north and only a small section <br />of board on board fencing would be used along the storm water reservoir area and trees planted will <br />be 8 to 10 foot high. Mr. Burlij said that the largest caliper plants available were purchased for the <br />hammerhead and within two years they would provide sufficient buffering from weather and <br />headlights. Mr. Lasko advised that the Commission already approved the development plan and sent <br />it to Council. Issues not related to the plat would need to be addressed with Council. Mr. Burlij said <br />he would address the residents' concerns. <br />J. Lasko moved to approve the Lot Consolidation Plat for RTA of 5575 Great Northern Blvd <br />which consolidates the end of Kennedy Ridge Road (0.6022 acre) north of the existing RTA <br />Park-N-Ride to Permanent Parcel Numbers 236-13-006 (approximately 0.25 acre) and 236- <br />013-007 (approximately 0.79 acre). The consolidated area will be used to expand the Park-N- <br />Ride and will be 1.5329 acres. Approval is based on the conditions that 1) the City Engineer's <br />report describing the remaining procedure is to be fully completed and the dedication of the <br />hammerhead is to be resolved prior to the vacation and lot consolidation plat being released <br />2
