• ?f . ? • <br />Mr. Malone noted different pond locations on sheet SD-1 and sheet SE-l. Mr. Sampat said SD-1 <br />was accurate. Mr. Malone said the northeast corner 18 inch oak tree could be saved, if properly <br />pruned, and asked if the tree survey showed all trees on the site. Mr. Sampat said he only noted trees <br />of a large caliper. Mr. Malone also requested the red maple northeast of the pond kept and measures <br />taken to save the tree during construction. The existing ash trees should comply with Ohio <br />Department of Natural Resources recommendations that all ash trees should be removed to prevent <br />emerald ash borer. Therefore all ash trees are to be replaced one for one with either Red Maple, <br />Oaks, or Callery Pears and planted at a minimum 2%z caliper. <br />Ms. Wenger reviewed that the commission previously recommended variance requests 1& 4 be <br />approved therefore recommendations were only needed for variances 2, 3 and 5. Variance 2 she <br />believed was to separate parking areas and building walls to ensure noise volumes are kept at bay <br />from tenants living on a first floor of a mix use building. Therefore the requirement is really not <br />relevant to the current request. Mr. Bohlmann reminded the commission the applicant agreed to add <br />an additional 6-foot buffer which may decrease or eliminate the variance. Ms. Wenger suggested <br />making the recommendation to grant the 30 foot variance so the applicant is covered up to 30 feet. <br />Mr. O'Malley reminded the applicant that any changes which were agreed to would be required to <br />be resubmitted on an updated set of plans to the building department prior to going to BZD. Mr. <br />Bohlmann questioned the draining of the stormwater and if the proposed size was sufficient. Mr. <br />Collins suggested that if the pond was installed according to city code and a hydraulic calculation for <br />the existing ditch was submitted there shouldn't be issues of upstream flooding. <br />Councilman Orlowski said that he was against a dental office being allowed in a residential area. <br />Isn't a fence required around the entire detention area? Why is a ground sign being allowed in a <br />residential neighborhood? The minimum parking spaces are 15 and applicants show 23 which will <br />bring additional traffic to the area. Ms. Wenger reviewed that the site is zoned multiple family <br />residential district which allows ground signs. Fencing is required around retention not detention <br />ponds therefore the proposed fencing is adequate. Mr. Cotner questioned the location of the dental <br />office. Dr. Walter said his practice had been in North Olmsted for 30 years and due to dental office <br />layout requirements the proposed location was the best. Mr. Rerko believe a residential home <br />wouldn't do well on the corner lot as it abuts I-480 and Brookpark; the proposed use is a good <br />transition to the abutting buildings. <br />J. Lasko moved to recommend the Board of Zoning Appeals grant Walters Advanced <br />Dentistry of 4780 Clague Rd a 30 foot variance for parking area & driveway-to walls of main <br />building for the reason that the section of the codified ordinance is not relevant to the proposal <br />as it was designed for a different use, the access to the building is being shared to minimize the <br />traffic impact of the area and the applicant is willing to modify the handicap space layout to <br />add additional landscaping. G. Malone seconded the motion, which was unanimously <br />approved. <br />J. Lasko moved to recommend the Board of Zoning Appeals grant Walters Advanced <br />Dentistry of 4780 Clague Rd a 10 foot variance for parking area to side lot line, as it does not <br />relate to the intended use of the site and the two existing curb-cuts are being removed and a <br />driveway easement being sought to lesson the impact of the development to the area. G. <br />Malone seconded the motion, which was unanimously approved. <br />J. Lasko moved to recommend the Board of Zoning Appeals grant Walters Advanced <br />Dentistry of 4780 Clague Rd a variance for 2 wall signs. The recommendation is based on the <br />design of the wall signs which will be non illuminated and carved stone which adds to the <br />4
