ROLL CALL: <br />The meeting was called to order at 7:30 pm. <br />PRESENT: J. Cotner, R. Bohlmann, G. Malone, J. Lasko Jr., M. Meredith and D. Rerko. <br />ALSO PRESENT: Planning Director K. REVIEW AND COitRECTION OF MINUTES: <br />IV. OLD BUSINESS: <br />1. Wild Mango; 362 Great Northern Mall (WRI) 4) <br />Proposal consists of amendments to the approved fagade renovation. Note: PDC tabled proposal <br />O1/10/07. <br />Planning Director Wenger reviewed changes made from approved plans including changing base <br />materials from tones of warm beige and coral marble and travertine to gray/pink and black marble, <br />changing the height of the base from 5'4" to 4' of marble, changing the lighting from gooseneck to <br />up and down floodlights, changing the door from solid wood to glass and aluminum, changing the <br />door and window framing, changing the column material and color from EIFS to marble, removing <br />the bird wire, and removing all landscaping. Although the Commission found the majority of tlie <br />proposed amendments acceptable they were concerned with the lighting fixtures, total removal of all <br />landscaping, material changes and color palette. <br />The installed light fixtures are up and down lighting which is prohibited by the Zoning Code unless <br />the Commission determines that the lighting is non-essential/decorative or accent lighting. The <br />revised plans show new light fixtures which are also up and down lighting. <br />The matter of landscaping was discussed with Westfield, who has agreed to handle the amendments <br />to the landscape plan as well as additional modifications to the areas in front of Archivers and H&M. <br />Those amendments are forthcoming and will be reviewed by the City as a separate application. <br />Assistant Law Director O'Malley reviewed code requirement prohibiting deviations from approved <br />plans and administrative review procedures for minor changes. The applicant submitted a minor <br />change which failed as the changes were deemed substantial. Therefore the commission was <br />advised to proceed as if the proposal was an original plan and to follow 1126.07 standards which <br />outline the commission's scope of review. He recommended the commission first determine if the <br />changes made by the applicant created a significant adverse impact. <br />Mr. Jia suggested that he had submitted the changes to the City and proceeded with making the <br />changes without approval due to the weather and construction season. He reviewed the various <br />changes. Regarding the landscaping it was Westfield who submitted plans to the City to remove all <br />plant beds from the area. The color of the building is a classic cream which was the original color <br />submitted and approved. The gooseneck lighting shown on the original plans was not intended to be <br />used on.the building, but was included to get City approval and receive building permits. He always <br />intended to find a different light fixture to use. He further discussed delays and miscommunications <br />between the City and Westfield. He advised that Westfield representatives were present to address <br />the commission. The grayish pink marble along the bottom of the building was chosen as a <br />1
