Mr. Wei stated that the lighting is distinguished to the idea of the building and he is <br />willing to create covers for the light fixtures, which are similar to Chipotle. <br />Commissioners disagreed with the light fixture installed. After significant discussion, Ms. <br />Wenger suggested reviewing the merits of some of the changes, and work towards <br />resolution of the changes that would be acceptable. <br />Mr. Malone stated that the Commission's architect thought that the building would be <br />elegant, and further that the lighting effect was attractive. However, he said the landscaping <br />is not acceptable. He said it is important to the design to include the skyrocket junipers. Mr. <br />Wei said there are some plants on the right side of the building that Westfield had refinished <br />the sidewalks ancl he was not supposed to install the landscaping. <br />The Commission all agreed that the lighting, landscaping and building should be addressed. <br />Mr. I.asko moved to table Wnld Mango at 362 Great Northern 1VIa11, pending the <br />applicant's addressing the color selection and modifications to tlae lighting fixtures. <br />The applicant must meet the antent of the landscaping as approved originally in the <br />plans. Mr. Bohlmann seconded the motion, which was unanimously approved. <br />4. 12TA Park ancl Itide Expansion; 5575 Great Northern Boulevard (WRI) 4) <br />Proposal consists of expansion of the transit facility. Consolidation plat will be required. <br />Street vacation plat will be required. <br />Ms. Wenger reported that the proposal consists of expanding the existing RTA park and ride <br />facility to include additional parking, lighting and storm water detention. The existing <br />buffer mound will be extended to the north toward the detention area for screening. A <br />turnaround is proposed on the Kennedy Ridge side of the mound to accommodate cars and <br />emergency vehicles. Landscaping is provided along I-480 and the screen mound. Some <br />existing trees on the Kennedy Ridge side of the mound will be relocated. Others will be <br />planted. Along the highway, landscaping appears to be on ODOT property. Fencing is <br />provided along all boundaries and around the detention area. Ms. Wenger recommending <br />tabling the proposal until the consolidation and vacation plats are supplied. <br />Mr. Collins reported that a full set of engineering plans was submitted. The applicant was <br />notified that a consolidation and vacation plat must be in order before approval. There are <br />some missing lot dimensions on site plans. Engineering is missing an easement for the <br />water main. They will need a copy of the ODOT permit to use their property. He is unclear <br />:r about elevations, where Kennedy Ridge ties in at the hammerhead, they need some <br />additional elevations to ensure drainage is adequate according to the proposed catch basins. <br />Mr. O'Malley stated that the plans as presented are missing the plats, which RTA will need <br />to present the plats to vacate the street. They are showing a hammer head at the end of <br />Kennedy Ridge, it may be the RTA's intention that the piece of harruner head become a <br />public street, which is the function of a dedication plat. Mr. O'Malley also cautioned that <br />the storm water issues are within the engineering spectrum. The Commission must be able <br />to distinguish between engineering issues and relevant site plan issues in its review. <br />4
