A 213, foot candle variance for parking lot illumination (code permits 4 fc, applicant shows 6.13 fc), <br />section (1161.12 table). <br />14. A variance for average foot candles, applicant does not indicate average site lighting, 4 is <br />maximum. Applicant shows 18.5 average fc for canopy lighting, maximum is 15 fc. Foot candles <br />are not zero (0) at the property line, section (1161.12 (C)). <br />Standards: <br />1. ? Aff"irmative = Deny: Affirmative - applicant failed to demonstrate the absence of reasonable <br />re.turn or beneficial use without the variance. <br />2. Z Negative = Grant: Negative - the additional footcandles was not excessive. <br />3. ? Negative = Grant: Negative - the character of the neighborhood would not be altered. <br />4. Z Negative = Grant: Negative - governmental services will not be altered. <br />5.
