Mr. Laslco moved, seconded by Mrs. Meredith, to table the proposal for CMS08-16: Wal- <br />1VIart of 24801 Brookpark Road for further consideration and resubmission by the <br />applicant which was unanimously approved 5-0. <br />CMS08-17: Grubbs Burgers & Fries; 27600 Loraiu Road: <br />Representative: Elis Fernandez, tenant <br />Ms. Wenger said the proposal consisted of site improvements for a new restaurant. Building <br />improvements include repairing, repainting existing wood siding, replacing aluminum fascia and <br />the soffit, and adding a new canopy over the front entrance. Site iinprovements include repaving <br />and restriping the parking lot, adding briclc pavers to the right-of-way, and new landscaping in <br />the front setbaclc and in front of the building. The rear duinpster will be enclosed in the existing <br />fenced area and a gate will be added for access. The existing ground sign will be reused and a <br />canopy sign added to the building. <br />Mr. Mitchell said the building department appreciated revisions the applicant had submitted <br />addressing existing issues on the site. He indicated a property maintenance inspection had been <br />conducted for the restaurant property, car wash and donut shop and noted issues to be addressed. <br />He noted there was an existing access easement between the restaurant site and car wash. Mr. <br />Laslco questioned if all three businesses were on one lot. Ms. Wenger advised that each was <br />located on a separate parcel, therefore only the proposed site is up for review by the <br />Cominission. However the Building Department violations noted on the other sites will be <br />addressed through enforcing property maintenance codes. <br />Mr. Collins said the applicant met his requirements. Mr. O'Malley said that the building <br />department conducts a property inspection so the Commission can address the issues at the time <br />of review. The owner of the property is responsible to address the violations. Mr. Fernandez <br />said he was worlcing with the landlord to resurface the entire area in front of the car wash so the <br />driveway will be asphalted. The landscaping was increased in the front setback. <br />Ms. Wenger read Mr. Malone's comments including that a landscape bed should be added on the <br />west side of the entrance drive. He also requested the front bed be enlarged to address the over- <br />sized parlcing spaces that were adjoined. Planting materials selected for the area next to the <br />street is in appropriate for the area. Royal Purple Smoke Trees grow too large for the area and <br />the Gold Child Variegated Ivy offers little enhancement to the site. He recommends modeling <br />this bed and the missing bed after that of the beds proposed near the building entrance. A less <br />stnictured free-flowing design thought out the site is needed. <br />Mr. Fernandez said along the west side of the property there is a manhole and mailbox which <br />could not be worlced around. They are trying to malce sure they have adequate parlcing as well. <br />Mr. Laslco aslced what parking was required, Mr. Mitchell said they are required to have 20 <br />parlcing spaces and 21 are shown. Therefore the number 6 parking space which would be <br />difficult to use could be converted to green space. <br />Mr. Rerko agreed that the parlcing space should be removed as it would create safety problems. <br />The canopy should Ue sloped such as at the Key Banlc site.
