, .•? <br />PLANNING & DESIGN COMMISSION <br />CITY OF 1vORTH OLMSTED <br />MINUTES FOR AUGUST 27, 2008 <br />ROLL CALL <br />Mr. Laslco called the meeting to order at 7:30 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Angela Williamson, Greg Malone, Melissa Meredith, Jim Cotner, Don <br />Rerlco <br />Absent: Ralph Bohlmann <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Building <br />Commissioner David Conway, Assistant Building Commissioner Dale Mitchell, City <br />Engineer Dan Collins, Clerlc of Commissions Donna Rote <br />REVIEW AND CORRECTION OF 1VIINUTES <br />Mr. Laslco moved, seconded by Mrs. Meredith, to approve the Planning & Design Commission <br />minutes of July 23, 2008, as written which was unanimously approved 5-0. Mr. Cotner <br />abstained. <br />OLD SUSINESS <br />COMS08-02: Save-A-Lot & Goodwill; 23000 Lorain Road: <br />Representatives: Charles Rini Jr. Rini Stores Inc, Ken Weber Goodwill Manager, George <br />Dreager Rini Realty Representative <br />Ms. Wenger said the applicant returned with amendments consistent with the commissioners' <br />recoinmendations including the Uuilding canopy being a darlcer brown (Smolcey Topaz), the <br />chainlii-Ac fence replaced with a wood fence, and briclc pavers are shown in the right of way <br />continuously to the intersection of Lorain and W 231 Street. Landscaping was added to the <br />entrance drive areas and around the ground sign. The plan shows more than adequate parking <br />for the proposed uses. She recommended removing the row of parking nearest Lorain Road for <br />green space. Goodwill proposes to accept donations through a man door and overhead door at <br />front southeast corner of the building. Elevations were provided showing the new doors but <br />excluded a loading zone to receive donations. She recoinmended relocating a few of the <br />handicapped spaces near the building to provide a loading zone. <br />Mr. Mitchell said relocating handicap spaces and designating a loading zone/drop off area would <br />eliminate the need for a variance. Removing 19 parlcing spaces nearest Lorain Road would <br />enhance the site and decrease the non-conforming setbaclc distance. Mr. Collins requested briclc <br />pavers rather than stamped concrete. Mr. Rini, Jr. said they would include the staff's <br />recoinmendations on new plans. <br />Mr. Malone said in lieu of landscape islands being added throughout the parking lot he would <br />support the front entrance landscaping expanded. Expanding the landscaped area would be a <br />welcomed improvement. He would also lilce to see the southwest corner of the site landscaped to
