?. <br />Mr. Mills said they had returned to add additional outdoor storage for vehicles and they would <br />remove the suggested future plan. They requested to defer installing masonry end-caps and <br />curbing either until the next phase is constnicted or for a set period of time. Ms. Wenger was <br />against postponing curbing and end-caps for a projected future time as it would place the city in <br />an awlcward position of trying to enforce such an agreement. Mr. Laslco said the reason the <br />commission requested the masonry end-caps to begin with was to ensure the south side of the <br />site had a cohesive loolc, yet vehicles are parked between the structures and fence defeating the <br />intent. Mr. Mills said the vehicles were parlced due to the laclc of space, hence the expansion. <br />Mr. Collins suggested the applicant install all asphalt both for the current and future storage plan <br />so the site would only have to be curbed once. Mr. Schmidt said he would rather lceep <br />greenspace until the next phase is completed. He said he was looking at 18 months to 2 years <br />before attempting the next phase. He reviewed that he installed curbing during the prior phase <br />and now it has to be removed for the new phase and is quite costly installing and removing the <br />ctubing. Mr. Conway advised that only the Board of Zoning Appeals could determine if the <br />applicant should be granted a variance from the zoning code requirements of curbing. <br />Mrs. Meredith understood the applicant's predicament but was not comfortable with what was <br />being requested as the future phase did not meet city codes and there was no assurance any <br />fiiture phase would ever talce place. Debate ensued regarding whether a portion of the lot was a <br />side or rear yard. Mr. Lasko said the commission would not debate a rear yard matter when there <br />are no worlcing plans for the issue to even be discussed. A brief discussion ensued regarding <br />time constraint requirements pertaining to worlc completion and occupancy permits issued or <br />requesting recommendation for a variance to postpone curbing and end-caps. Mr. Schmidt said <br />he would provide the mesh screening. Mr. Mills requested the proposal be tabled so they could <br />readdress the plan. <br />Mr. Lasko moved, seconded by Ms. Williamson, to table COMS08-09: Exit 2 Storage of <br />31399 Industrial Parkway for future consideration, which was unanimously, approved 6-0. <br />COMS08-10: BlueStar Metal Recvclin2; 28820 I.orain Road: <br />Proposal consists of renovating existing service station fagade and a Conditional Use Permit is <br />required. WITHDRAWN DUE TO IMPROPER NOTIFICATION <br />COlVIS08-12: NOAC (Saab, Mercedes, Porsche); 28545 Lorain Road: <br />Representatives: Bernie Moreno, owner; Denver Broolcer and Brendan Grady, Forum Architects <br />Proposal consists of: <br />1. The demolition of existing buildings to create auto dealership inventory parlcing. <br />2. Consolidating parcels: 232-05-006, 007, 008, 009, 010, 013 & 025 into one parcel. <br />Ms. Wenger said the proposal consists of expanding the Mercedes and Porsche campus to <br />include a Saab dealership. All property between Mercedes and the former Carpet Tile building <br />had been acquired and the former Realty One building would be torn down to provide inventory <br />parlcing.
