The
development area is mainly zoned general retail business with a small portion of the site zoned
multiple residence. Both the new building and parking improvements are contained on
commercially zoned property. BZA granted variances for building setback on Columbia Road,
drive width and signage and the revised plans meet the sideyard setback which was denied a
variance. Commissioners requested an irrigation system, details regarding the placement of the
8' beige vinyl fence, the bio-retentions ornamental fence, the decorative bushes, installing all
evergreen trees 7' to 8' tall, continuing brick pavers along Columbia Road to the apron, moving
Columbia Road sidewalk closer to the street, providing a tree survey, landbanking parking near
Columbia Road, updating plans to accurately reflect the site plan, and adding a right turn arrow
to the apron onto Lorain Road. Although most changes were made there are still plan
discrepancies which need to be corrected. The detail plans of the bio retention basins decorative
fence and landscaping are needed and lot consolidation should be a condition of approval.
Mr. Collins said the engineering department continues to work with the applicant to satisfy the
City's requirements.
