PLANNING & DESIGN COMMISSION <br />CITY OF NORTgI OLMSTED <br />MEETING MINUTES OF MARCH 26, 2008 <br />ROLL CALL <br />John Lasko called the meeting to order at 7:30 p.m. in Council CYiambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Ralph Bohlmann, Greg Malone, Melissa Meredith, Don Rerko, Jim <br />Cotner <br />Absent: Angela Williamson <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Building <br />Commissioner David Conway, City Engineer Dan Collins, Planning Secretary <br />Shannon English <br />1ZEVIEW ANI) CORI2ECTION OF MINUTES <br />Mr. Laslco moved, seconded by Ms. Meredith, to approve the Planning & Design Commission <br />minutes of March 12, 2008, with corrections, which was unanimously approved. <br />Mr. Lasko announced that the matter pertaining to the lot consolidation on Porter Road has been <br />withdrawn from the meeting. <br />OLD BUSINESS <br />COMS07-0027: BP Products North America Inc; 29131 Lorain Road (Ward 3) <br />Representatives: Nathan Reid, WD Partners; Rick Turner <br />Proposal consists of total redevelopment of existing sites. Lot consolidation is required. <br />Rezoning is required. Note: PDC tabled 02/27/08, BZA granted variances 03/06/08. <br />Ms. Wenger reported that the proposal consists of demolishing existing structures in the <br />development area and constructing a new gasoline service station. The development area <br />inchides three parcels: two Lorain Road parcels are zoned general retail business and the third <br />parcel on Stearns Road is zoned single residence. Previously, the Commission made a positive <br />recommendation to City Council for the rezoning of the residential parcel. BP received all of <br />their variance requests from the BZA as recommended by the Planning and Design Commission. <br />The applicant was able to amend their plans to accommodate 25 foot radii on both the Lorain and <br />Stearns Road drive aprons. Other plan revisions include eliminating one of the parking spaces to <br />provide a greater buffer from the east property line, relocating the air pump to behind the <br />required 75 foot setback, providing for landscape irrigation, and modifying the landscaping on <br />the rear mound to provide room for plant growth. The applicant proposes outdoor sales on north <br />side and west side of the building. Business regulations require 6 feet of clear sidewalk. The <br />Planning and Design Commission should base any development plan approval on rezoning of the <br />residential parcel by City Council and also lot consolidation.
