PLANNING & DESIGN COMIVIISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR FEBRUARY 27, 2008 <br />CAUCUS <br />ROLL CALL <br />Chair Lasko called the meeting to order at 7:30 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Jr., Ralph Bohlmann, Angela Williamson, Greg Malone, Melissa <br />Meredith, Don Rerko, Jim Cotner <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Building <br />Commissioner David Conway, City Engineer Dan Collins, Clerk of Commissions <br />Donna Rote <br />REVIE`V Ale1D CORRECTION OF MINUTES <br />Mr. Lasko moved, seconded by Mrs. Meredith, to approve the Planning & Design Commission <br />minutes of February 13, 2008, which was approved 6-0; Mr. Rerko abstained. <br />NEW BUSINESS <br />COM508-0004: North Olmsted Branch Public Librarv; 27403 Lopain Road (Ward 3) <br />Representatives: Tony Fini with R.C.U. Architects <br />Ms. Wenger said that the proposal consisted of interior and exterior improvements to the existing <br />library. Exterior improvements included a new drive through pick up window and a decorative <br />masonry wall which would provide security between the library and the City's service yard. An <br />existing storage area within the building will be converted into the pick up window immediately <br />north of the existing drop off shoots and a new small storage enclosure will be added to the <br />existing dumpster enclosure. The masonry wall is a combination of brick and steel rail in a saw <br />tooth pattern. The wall will tie into the existing board on board fence at the southwest corner of <br />the service yard, run north where it will turn west and tie into the existing dumpster enclosure <br />and back to the building. Installation of the wall will eliminate pedestrian traffic through the <br />City's service yard and along the east side of the library property. Installing the wall/fence <br />includes relocating existing evergreens and removing scrub vegetation. <br />Mr. O'Malley briefly reviewed the standards in which to review the request and advised that the <br />Commission's recommendations would be forwarded to Council. <br />Mr. Fini reviewed the layout of the library property and its proximity to the city service area. <br />The new wall/fence will match existing building materials to include modular size brick (Glen- <br />Gery Westbrook), cast stone (Continental #1103) and steel fencing (tubular black powder <br />finished). The drive-up window will allow easier material pick-up during inclement weather and <br />provide quicker service for today's busy lifestyles. The drive-up window displaces an existing <br />storage room so a small exterior storage structure will be added to the dumpster enclosure. The
